CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF APPRECIATION
TO
W9 S Tom Boyo successfully assumed the management of the San. -Ifffael Police
D I! , , ,„, , — t fiwm September 30, 1996 to February 16, 1997, in the role of Acting
Police Chief, while continuing to meet his ongoing Police Captain ties; and
ryV9LT_ R"S, Captain Boyd introduced aspects of Community Policing through expanswa of the
downtown foot paten&- reaching out to the community via neighborhoad meetings;
involving the Pofice in a comprehensive toric enforcement program, and establishing
numerous collaborative programs with loral service providers, and
w HEIMAS, Captain Boyd enhanced the department's commitment to a eceUent customer serviey as
weft as technolvgicaf advancement, by implementing a responsive and efficient voice
mai[ system; establishing the TRAKmissmg person bulletin board alert system; and
creating a 'Web site for the department; and
W9E%E31S vw4j departmental programs such as the Police Chaplaincy, Police Cadet and Intern
programs have either been planned or have begun during Captain Boyifs watch as the
Aetuig Chief, as we f as the agwnsivn of the Spanish Translation and Emplope
Bilingual Programs.
