PRESENTS THIS
RESOLUTION OF APPRECIATION

ELEANOR S. SPATER
WHEREAS, while functioning as Mediation Coordinator for Malin County Mediation
Services singe 1979, Eleanor S. Spaterhas devoted much other own time, including nights
and weekends, to assist landlords and tenants in the Canal area of San Rafael; and
WHEREAS, as part of her realization of the many needs of the Immigrants who
populate this neighborhood, Ellie has been Instrumental In gathering the funding, script and
actors to produce a Spanish language video about basic landlorditenant rights and
responsibilities; and
WHEREAS, she has also organized a series of meetings for landlords, managers
and tenants; and
WHEREAS, Ellie has worked closely with San Rafael city staff to initiate the repair
and cleanup of some of those apartments most in violation of the codes relating to
habitability.
NOW, THEREFORE, BE IT RESOL VED that the City Council of the City of San
Rafael, on behalf ofall of its residents, hereby acknowledges the many contributions that
Eleanor S. Spater has made toward making housing cleaner and safer for the residents of
the Canal area and commends her for her unselfish donation of her time in this endeavor.
