HomeMy WebLinkAboutCC Resolution 9692 (County Wide Mapping Project)RESOLUTION NO. 9 6 9 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING PARTICIPATION IN THE COUNTY- WIDE MAPPING PROJECT THROUGH THE MARIN STREET LIGHT ACQUISITION JOINT POWERS AUTHORITY (MSLAJPA) IN AN AMOUNT NOT TO EXCEED $21,183. WHEREAS, the local agencies of Marin will benefit from the creation of an accurate orthographic map of the County which could be used as a basis for a future geographic information system; and WHEREAS, a unified, multi jurisdictional approach will result in lower costs for all participants and a more efficient use of taxpayer and rate payer monies; and WHEREAS, the Marin Street Light Acquisition Joint Powers Authority (MSLAJPA) is an established organization which includes the County of Marin and the eleven Marin Municipalities as members. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Rafael hereby adopts this Resolution authorizing the Marin Street Light Acquisition Joint Powers Authority to contract for the creation of an orthographic digitized map as generally described in the attachment to this resolution; and BE IT FURTHER RESOLVED that this Council agrees to share in the cost of said mapping project at a cost not to exceed $21,183 as outlined in the attachment which is made a part of this Resolution. L3ON INI, City lerk �Flnjj! �B a�a� MARIN INFORMATION TECHNOLOGY COMMITTEE DATE: August 23, 1996 TO: City/Town Managers FROM: Linda Christman, it CY�w t Marin Information Technology Committee SUBJECT: Orthographic Mapping & GIS Project The Marin Information Technology Committee (MITC) is a subcommittee of the Marin Managers' Association and includes representatives from the cities, the County, and the Marin Public Works Association. A primary goal of MITC is to facilitate collaboration among local governments in order to secure the best possible communications and information infrastructure for Marin County. One of the first shared projects the committee has undertaken is the development of a countywide geographic information system (GIS). These systems are very desirable technology for local governments and special districts that perform capital improvement projects. Unfortunately, they are an expensive technology. However, if system development costs can be shared, the cost decreases for all and if the system and information is shared, the final product becomes an even more valuable tool for infrastructure management and project design. Information concerning this technology is attached. For the past eighteen months, MITC has been meeting with mapping professionals from Marin's local governments toward the creation of a countywide Geographic Information System. After consulting with the mapping professionals, it became clear that any geo-based information program must begin with a credible base map. The base map will be an Onboard Digital Orthographic -Topographic map to be produced by Towill, Inc. This base map with a parcel map layer rectified to conform to the accurate base map will be the foundation for a future geographic information system to be shared by all Marin local governments and special districts. REQUESTED ACTION: It is requested that your town/city consider participation in the collaboration to produce the base map and parcel layer rectification. The estimated share of these costs is shown on Appendix A. If you wish to become a partner in this effort with the cities, the county and special districts of Marin, a resolution (see enclosed) is needed by October 15th. The resolution authorizes the Street Light Joint Powers Authority (a countywide JPA) to contract for the creation of the map and agrees to the cost sharing plan presented in Appendix A. The worst case cost is used in the resolution, but preliminary responses indicate that both sanitary districts and MMWD will be participating which will lower the cost for all. Once all participants in the mapping project have committed to the project, a final cost estimate will be provided to each city/town. The cost for parcel layer rectification (if any) may be funded within the 1997-98 Fiscal Year and will be performed by the County of Marin Community Development/Mapping Division at an approximate cost of $1 per parcel. Another agency or contractor may perform the rectification work as desired by your city/town. APPENDIX A Orthophoto Cost Estimates for City of San Rafael City of San Rafael With City/Town only 21,183 With Marin Municipal Water District 10,926 With both MMWD and Sanitary Districts. 7,771 MAPPING PROJECT DESCRIPTION The project will be accomplished in three stages. The first stage will be the creation of an accurate orthographic map. The map will be photographed to a map scale of one inch equals 200 feet for the urban areas of Marin and to a map scale of one inch equals 400 feet for the undeveloped areas of the County. The map will be created by Towill, Inc. using the latest technology. The cost of the fly -over will be reduced by more than 50% as local governments share the cost. The count will be "flown" in February, 1997 which is optimal timing for accurate photographs. The digitized orthographic map for the entire county should be received by each participant in June, 1997. The rectification of the county's assessors parcel map to the new base map will be the second stage of the project. The rectification costs are estimated at $1 per parcel if performed by the County of Marin Community Development Department/Mapping Division. No rectification costs are estimated for the City of Novato or the City of San Rafael because they have already performed much of the rectification work. It is estimated that a rectified parcel map layer will be completed within 180 days or at the end of September 1997. The last stage of the project will be the creation of a GIS organization (using a joint powers authority framework) which will guide the further development of the geo-based information system and will include representatives from each agency which chooses to participate and who has been a partner in the creation of the base map.
