RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
A GRANT APPLICATION WITH THE CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD FOR EXPANDING THE PERMANENT
HOUSEHOLD HAZARDOUS WASTE COLLECTION AND
CONSOLIDATION FACILITY
WHEREAS, the people of the State of California have enacted
Assembly Bill 1220 (Eastin, 1993) that provides grants to local
governments to establish and implement waste diversion and separation
programs to prevent disposal of hazardous waste, including household
hazardous waste, in solid waste landfills; and
WHEREAS, the California Integrated Waste Management Board has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures governing
application by cities and counties under the program; and
WHEREAS, said procedures, established by the California
Integrated Waste Management Board require the applicant to certify by
resolution the approval of application before submission of said
application to the State; and
WHEREAS, the applicant will enter into an agreement with the
State of California for development of the project; and
WHEREAS, the City of San Rafael and Marin Recycling Resource
Recovery Association have successfully operated a permanent Household
Hazardous Waste Facility since November 1995; and
WHEREAS, the City of San Rafael wishes to expand its current
Household Hazardous Waste Facility to include countywide participation
and Conditional Exempt Small Quantity Generators.
NOW, THEREFORE, BE IT RESOLVED that the City of San Rafael
authorizes the submittal of an application to the California
Integrated Waste Management Board for a Household Hazardous Waste
Discretionary Grant. The City Manager of the City of San Rafael is
hereby authorized and empowered to execute in the name of the City of
San Rafael all necessary applications, contracts, agreements and
amendments hereto for the purposes of securing grant funds and to
implement and carry out the purposes specified in the grant
application.
I, JEANNE M. LEONCINI, City Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City held on the 16th day of SEPTEMBER 1996, by the
following vote, to wit:
