RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
AUTHORIZING A CODE ENFORCEMENT PROGRAM IN THE
CANAL NEIGHBORHOOD
WHEREAS, the Canal neighborhood has the largest concentration of high density, rental
housing in the City; and
WHEREAS, much of the housing stock in the Canal neighborhood is used by low and moderate
income households; and
WHEREAS, Canal neighborhood housing is a valuable resource that must be conserved for the
benefit of the immediate residents and the community -at -large; and,
WHEREAS, the City of San Rafael inspected over 90% of the rental units in the Canal
neighborhood from 1992 to 1995 and found a pattern of incipient code violations in many
buildings as well as serious code violations in a limited number of residential structures, and;
WHEREAS, the previous inspection program demonstrated the need for annual inspections to
correct recurring incipient code violations as well as to educated tenants, property managers and
property owners on building maintenance and safety;
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council hereby authorizes
the City Manager to initiate the code inspection program described in the attached staff report
from the Planning Director dated September 27, 1996.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing
resolution was duly and regularly introduced and adopted at a regular meeting of the San Rafael
City Council meeting held on the 7`h day of October, 1976, by the following vote, to wit:
