PRESENTS THIS
RESOUITION OF dPPRECUITION
TO
COMMISSIONER JOYCE RIFKIND
For Twelve Years of Distinguished Service On the Planning Commission
WHEREAS, on July 16, 1984, the City Council of the City of San Rafael appointed Joyce Rifkind to serve a four
year term on the Planning Commission of the City of San Rafael; and
WHEREAS, in recognition of her conscientious work as a Commissioner, the City Council appointed Joyce
Rifkind to second and third terms on the Planning Commission on July 5, 1988 and June 15, 1992,
respectively; and
WHEREAS, Joyce Rifkind diligently performed her duties as a Commissioner during her three terms and
represented the interests of City residents by bringing a keen sensitivity to her work in affordable
and emergency housing, and an understanding of its impact on social and economic
development, as well as support for environmental protection as part of residential and
commercial building projects; and
WHEREAS, during her twelve years on the Planning Commission, Joyce Rifkind participated in the adoption
of many projects of great importance to the future development of the City of San Rafael,
including the City of San Rafael General Plan 2000, the Downtown Vision, and developments of
affordable housing and below-market units; and
WHEREAS, Joyce Rifkind served as Vice Chair and Acting Chair of the Planning Commission in 1987 and
participated on the Committee for Special Needs Housing and the Committee for Updated
Traffic Models, and performed these duties with great courtesy and respect for the public,
creating a collaborative and harmonious atmosphere in each meeting; and
WHEREAS, Joyce Rifkind's term as a Commissioner expired on June 30, 1996 and she did not apply for
reappointment; and
WHEREAS, the City of San Rafael wishes to acknowledge the conscientious manner in which Joyce has
performed her duties as a Commissioner and to thank her for the many hours of public service
spent in behalf of the City .
NOW, THEREFORE BE 1T RESOLVED that the City Council, on the behalf of the residents of the City of San
Rafael, hereby expresses its appreciation to Joyce Rifkind for her outstanding service as a Planning Commissioner
and the contributions she has made during his three terms of office which will improve the quality of life for the
current and future residents of San Rafael.
