HomeMy WebLinkAboutCC Resolution 9556 (Boyd Park Master Plan)Resolution No. 9 5 5 6 Resolution Authorizing Staff to enter into an Agreement with Project for Public Spaces for Boyd Park/Museum Complex Master Plan and appropriating up to a $20,000 loan to the Marin Historical Society. WHEREAS, The San Rafael City Council approved a Development and Disposition Agreement (DDA) for a Museum at Boyd Park with the Marin Historical Society (MHS), and WHEREAS, the DDA permits the Marin Historical Society to pay for the plan up until they pull building permits for their museum construction, and WHEREAS, the Marin Historical Society and the City wish to proceed expeditiously to develop a Master Plan for the Park/Museum Complex to facilitate community support and fundraising, and WHEREAS, Project for Public Spaces has tremendous experience working with mixed use design solutions such as Boyd Park, and WHEREAS, Project for Public Spaces has submitted a proposal for a work program for the Boyd Park/Museum Complex Master Plan, Now, therefore, be it resolved that the City Council of the City of San Rafael does hereby authorize the Recreation Director to enter into an Agreement with Project for Public Spaces for Boyd Park/Museum Complex Master Plan, subject to City Attorney approval, and appropriates up to a $20,000 loan to the Marin Historical Society. I5}\\•\11I(I VIII 1( I 111-', 1,20-5660 14 February 1996 Ms. Sharon McNamee, Recreation Director City of San Rafael 1400 Fifth Avenue PO Box 151560 San Rafael, California 94915-1560 Dear Sharon: The following is a proposed scope of work for Project for Public Spaces related to the renovation and enhancement of the Bovd Par1Jlvluscuin Complex and the development of a Master Plan, with special attention as to how the museum and expansion of the museum can improve the use and activities taking place within the park as well as increase museum use. In general, PPS would assist you in developing a conceptual design astd program of uses for Boyd Park and in this capacity proposes to undertake the following specific tasks. SCOPIC: OF SERVICES Phase I 1. First Communitv Mectinst. Monday. Mareli_l l _ 1996 Facilitators: Fled Kent and Kathy Madders We have found that involving people early on in a project, during the planning and concept development phases, coming to understand their concerns, and getting their input and ideas, encourages their long-term participation in and support of the pro i ect. Before and in preparation for the community tneeting to be held the evening of March 11, PPS will participate in meetings with Recreation Stafi'and community groups the same afternoon. .PPS and Staff also will tour the project site, gather data, review maps, and meet with representatives of the Museum, 1'he purpose of the Community Meeting will be to: • Brainstorm opportunities and constraints for the whole site • Identify potential park users • Discuss goals and opportunities for museum/park integration • Assign tasks: • Group observatiuns in the park • 'Palk to park users/conduct interviews • Visit Golden Crate Park and the Fxploratorium to study the relatiunship between institutions and park land 2. Second,Community_ Meeting, first.week of April_ 1996 • Synthesize information; PPS to present slides and ideas • Small group discussions to develop ideas based upon observations • Create diagrammatic layout of proposed park uses, elements and amenities • Identify areas that need detailed designs and additional PPS rendering (i.e. tennis court transition to park and or museum entry to upper park) Products and Outcomes 1. Written description of concept and program for park development with phases and cost estimates. 2. Master Plan layout of park elements. 3, Color rendering showing character and concept of specific areas (further discussed during Phase 1). 4. Hollow up of plans and specifications for those park phases which are identified as a priority through the plmnv ng process. Fee The fee for both phases of work and production of products and outcomes would be $12,000 plus expenses. if the above meets with your approval, please sign both copies and retain one for your records.
