RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ACCEPTING THE
DOWNTOWN/EAST SAN RAFAEL AND NORTH SAN RAFAEL TRAFFIC
MODELS AND ANALYSIS METHODOLOGIES FOR USE IN CITY TRAFFIC
STUDIES AND PLANS.
WHEREAS, over the past three years, the City has developed new and refined traffic models and
analysis methodologies to update Citywide traffic projections and impacts for
Downtown/East San Rafael and North San Rafael to update City traffic projections and
impacts and analyze land use and circulation alternatives; and
WHEREAS, in October, 1995, and January, 1996, the San Rafael City Council and Planning
Commission held two special joint traffic workshops to learn about and discuss the new
traffic models and analyses; and
WHEREAS, the Downtown/East San Rafael and the North San Rafael Traffic Model and Analysis
methodologies are a powerful new tool which increase our understanding of existing traffic
conditions and provide decision makers with the ability to analyze impacts of various land
use and circulation improvements.
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts the traffic models and analysis
methodologies described in the Downtown/East San Rafael Traffic Model and Analysis of
Scenarios, May, 1995, and the Report, North San Rafael Traffic Modeling and Analysis,
January, 1996, for use in traffic studies and plans.
BE IT FURTHER RESOLVED, that the Council agrees the model and analysis methodologies should be
monitored and updated as needed to provide accurate information for use by the city.

was duly and regularly introduced and adopted at a regular meeting of the City Council of
said City held on Monday, the fourth day of March, 1996, by the following vote, to wit:
