Resolution NO. 9565
A RESOLUTION APPROVING WORK PROGRAM FOR AN
ECONOMIC VISION FOR THE CITY OF SAN RAFAEL
WHEREAS, economic development is an item of concern to the San
Rafael City Council; and
WHEREAS, there is an important connection between economic de-
velopment and San Rafael's safe, healthy, prosperous and liveable environ-
ment and quality of life; and
WHEREAS, the San Rafael Chamber of Commerce has offered their
participation and assistance in an effort to discuss economic issues; and
WHEREAS, a visioning process with substantial public participation
and technical evaluation will provide a basis of agreement to move forward
on strategies, programs and policy development.
NOW, THEREFORE IT IS RESOLVED that the San Rafael City Council
in partnership with the San Rafael Redevelopment Agency and the San
Rafael Chamber of Commerce will prepare an Economic Vision as described
in the staff report presented at the Special Joint Agency and Council meeting
of March 18, 1996, and as discussed at that meeting.

RECOMMENDATION
Adopt resolution approving the preparation of an Economic Vision for San Rafael
BACKGROUND
In June, 1996, the San Rafael Chamber of Commerce and City Council began
discussing methods for exploring economic issues on a City wide basis. The
discussion continued at the City's Business Issues Committee and the Chamber's
Economic Development Committee meetings. Agreement was reached that an
Economic Vision was needed before other actions, such as preparation of a General
Plan Element, took place. It was also agreed that this would be an Agency project
done in partnership with the Chamber and City. The following proposal was
developed under the direction of the Business Issues Committee and has Chamber
support.
PROPOSAL
The Agency, Chamber of Commerce and the City will jointly develop an Economic
Vision for San Rafael to be completed by the end of the year. Other projects with an
economic component, such as the Council's work program and the North San
Rafael Vision, would proceed with substantial coordination.
Goals
The Economic Vision would fulfill 10 goals:
1. Develop community agreement on the role of economic development;
2. Be the economic basis for ongoing evaluation and direction of City policies;
3. Facilitate the discussion of economic development in City policy decisions;
4. Formulate a City economic role responsive to changes in the overall economy;
5. Illustrate the connection between economic development and San Rafael's safe,
healthy, prosperous and liveable environment and quality of life;
6. Create a positive business climate;
7. Highlight existing General Plan economic development components;
8. Identify portions of the County Economic Element that are appropriate for San
Rafael;
9. Be a successful, cooperative public / private collaboration;
10. Provide data and policy support for Chamber and City economic development
activities.

Products
There will be three documents generated by the process:
Economic Fact Report - Brief factual overview of the present City economy;
Economic Climate Assessment - Listing of the strengths, weaknesses, opportunities
and threats facing the City economy;
Economic Vision and Stratggjes - Description of the desired economy, the strategies
needed to achieve that future and the responsible agencies.
Process
The proposed process would:
1. Use existing information, organizations and committees as much as possible;
2. Gather public input from a broad range of organizations, businesses, individu-
als and interest groups;
3. Use a high profile, technically oriented committee to review information and
reports; and
4. Contract for specific professional expertise on an as need basis.
The process schematic is shown in attachment A, and the representation and
members of the Participants and Committee are discussed in the next section. In
general, the process consists of a repeating cycle where Participants receive
information and generate input, and then the Economic Committee draws
conclusions from Participant input and returns it to Participants. This insures that
the -public, in the role of Participants, have substantial input at three points in the
process:
1. Distribution of the Economic Fact Report and collection of Economic Climate
input;
2. Distribution of a Community Economic Climate Assessment and collection of
Vision information;
3. Distribution of a Draft Vision and collection of adjustments for the Final
Vision.
Representation
Broad based public participation is essential, yet it is difficult for people to add
meetings to already busy schedules. The solution proposed, which was successful
with the Downtown Vision, makes participation easier by discussing issues with
established groups at their regular meetings. In addition, the Chamber will
convene special industry focus groups, and companies could be approached on an
individual basis. Any groups that the Agency suggests could be added to the
following proposed Participants:
Chamber of Commerce Board

Social Service Agencies
Neighborhood Associations
Service Groups (Rotary etc.)
School District
Marin Arts Council
Hispanic Chamber of Commerce
Business Improvement District
Marin Conservation League
Builders Exchange
Major employers
Financial institutions
Major businesses
Industry focus groups

The Economic Committee would be a group of well known, high profile and
technically oriented people. They would review Participant input and combine it
with their technical and professional knowledge to generate the Fact Report,
Climate Assessment and Vision. Because the Business Issues Committee already
exists and has substantial experience with economic issues in the City, it is
proposed to be the core of the Economic Committee. Additional expertise and a
balanced viewpoint would be provided through the addition of other interests in
the areas of housing, transportation, finance, real estate, neighborhoods and the
environment; this would result in a 20 person Committee. The existing Business
Issues Committee membership and the proposed additions are:

At the next meeting, a list of proposed representatives for each interest area will be
presented for Agency approval.
Budget
A separate budget allocation is not being requested for this project as existing staff
and existing information will be used. If information or expertise is required that is
not provided by the Agency, Chamber or City, or by the Economic Committee, a
specific contract and request will be developed.
