CITY OF SAN RAFAEL
PRESENTS THIS
RESOUITION OF dPPRECIRTION
TO
NANO LLACZINA
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Nando Llacuna, as Principal of San Rafael High School, was part of the ad hoc Steering
Committee which developed a short-term action -oriented neighborhood -directed
planning process, and
WHEREAS, Nando demonstrated the High School's commitment to being a good neighbor by
providing meeting room facilities through the summer and fall which greatly assisted
the planning process, and through his efforts to bring more trees and better recreational
facilities to the High School campus, and
WHEREAS, Nando arranged for the High School art class to contribute artwork for neighborhood
meeting notices, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neigliborhood Plan was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Nando
Llacuna for his enthusiasm, generosity, and sense of partnership that demonstrates that,
indeed, a committed group of people can make a difference in the future of the
Montecito/Happy Valley neighborhood.
