PRESENTS THIS
RESOUITION OF 11PPREEIRTION
TO

WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Lt. Dan Williams, of the Salvation Army at 351 Mission, was invited in February 1995 to
be a part of the ad hoc Steering Committee which developed a short-term action -
oriented neighborhood -directed planning process, and
WHEREAS, Dan contributed his knowledge of the many younger residents of the neighborhood, and
WHEREAS, Dan generously contributed meeting space for a pivotal August meeting on the
redevelopment of the School District's Union Street corporation yard, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Plan was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Lt. Dan
Williams for his valuable contribution of time and energy to the betterment of the
Montecito/Happy Valley neighborhood.
