WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecifo neighborhood, and in 1994 the
City Comied directed tho San RiOnal Plannthg DeparMent to begin waek an thef pl&n, and
WHEREAS, Scott Kaplan, as a member of the United Montecito Neighborhood Association, was part
of the ad hoc Steering Committee which developed a short-term action -oriented
neighborhood -directed planning process, and
WHEREAS, Scott served as unofficial Godfather of the neighborhood plan by making sure that meetings
were widely noticed to encourage involvement, welcoming residents to the kick-off April
29th community workshop, creating a video about the neighborhood for that workshop, and
working closely with neighbors to revitalize the neighborhood association, and
WHEREAS, Scott was an active member of the bus yard subgroup which worked out a plan for future
use of the School District's Union Street corporation yard, and
WHEREAS, Scott was also a member of the Coordinating Committee for the preparation of the draft
plan, offering many helpful suggestions and presenting a succinct and entertaining
summary of the land use changes at the October 25th meeting, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Platt was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Motttecito/Happy Valley Neighborltood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Scott
Kaplan for his entertaining observations of governmental procedures and his faith that,
indeed, a committed group of people can make a difference in the future of the
Montecito/Happy Valley neighborhood.
