CITY OF SAN RAFAEL
PRESENTS THIS
RESOWITION OF 11PPRECIRTION
TO
BLANCHE FIESEL DONALDSON
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Blanche Fiesel Donaldson, as a representative of Head Start located at 215 Mission
Street, was part of the ad hoc Steering Committee which developed a short-term action -
oriented neighborhood -directed planning process, and
WHEREAS,
Blanche assisted with the planning effort by welcoming the neighborhood to the April
29th Community Workshop, providing the Head Start center for day care during the day-
long workshop, and helping with publicity outreach to the neighborhood's Head Start
families, and
WHEREAS, on October 25, 1995 the draft Motitecito/Happy Valley Neigitborltood Platt was
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Blanche
Fiesel Donaldson for her time and interest in making the Montecito/Happy Valley
neighborhood a better place to live.
