SID WAX qN
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Sid Waxman, as an interested resident of the neighborhood, attended with his wife
Catherine nearly every neighborhood planning meeting, as well as several "spin -out"
meetings and neighborhood organization meetings, and
WHEREAS, Sid's wry observations and insightful comments gave all an appreciation for the
richness and ironies of neighborhood life and brought humor and warmth to the planning
process, and
WHEREAS, Sid served on the Coordinating Committee for the preparation of the Neighborhood Plan
and presented an excellent summary of the Vision in the Plan to neighbors at the October
25th meeting, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Plan was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Sid
Waxman for his invaluable contributions of time and effort for the future of the
Montecito/Happy Valley neighborhood, demonstrating the truth that, indeed, a
committed group of people can change the world.
