WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Vickie Hatos, as a member of the United Montecito Neighborhood Association, met with
Planning staff in November 1994 to talk about an overall neighborhood planning
approach, and
WHEREAS, Vickie her husband Alexander, and their daughter Stephanie attended neighborhood
planning meetings, as well as several "spin -out" meetings and neighborhood organization
meetings, and
WHEREAS, Vickie was also a member of the Coordinating Committee for the preparation of the draft
Montecito/Happy Valley Neighborhood Plan, and gave a thoughtful presentation on
difficult neighborhood issues at the October 25th meeting, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Plan was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Motttecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Vickie
Hatos for her generous contribution of time and spirit to the neighborhood planning effort,
demonstrating that, indeed, a committed group of people do make a difference in the life
of a community.
