CITY OF SAN RAFAEL
PRESENTS THIS
RESOWHION OF APPRECIATION
TO
RICHARD P. O'BR,IEN
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated
that a neighborhood plan should be prepared for the Montecito neighborhood,
and in 1994 the City Council directed the San Rafael Planning Department to
begin work on the plan, and
WHEREAS, Richard P. O'Brien, as San Rafael Planning Commissioner, was part of the ad hoc
Steering Committee which developed a short-term action -oriented
neighborhood -directed planning process, and
WHEREAS, Dick offered to neighbors the perspective of a citizen long involved in the City
planning processes and aware of the concerns of apartment property owners, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Platt was
received with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was
introduced to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San
Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to Richard P. O'Brien for his contribution of time and effort to the
Montecito/Happy Valley neighborhood planning effort.
