'WJiERVlS, Pam Nicofai was (iced 6y the City of San Rgfaef as Library (Director in duly of 1977 and served
in that capacity untif(Decem6er of 1979, when she became, 4ssistant to the City 911anager, and
'WXERFEAS, (Pam was promoted to Assistant City Manager in September of 1982 and became City Manager
of the City of San Wpfaefin (December of 1985; and
WJi WMS, (Pam has accepted the position of genera( Manager of the Marin 911unicipaf Water (District
effective October 1, 1995; and
`W31EAMS, during her years with San Rgfae,, Pam proved to be a direct, straight forward and sensitive
manager, leavening her decisions with a wonderfufsense of (tumor, and
`WJaw"s, Pam has also proved to be prudent in her 6udget management, 6ringing forth a balanced budget
which, at times, was accomplished under almost overwhelming odds; and
`WJiE S, during her years with the City of San Wttfaef, Pam has served the City diligently and wisely,
never stinting in her efforts to provide responsible leadership to afiits residents; and
TO[ERMS, (Pam is a much loved part of the City of San Rgfaef and her contributions to San Rafael are well"
