A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf of
the City of San Rafael, a contract, lease or agreement with
The County of Marin (Department of Information Services and
Technology) for Participation In the Marin Community Access System (MCPAS)
a copy of which is hereby attached and by this reference made a part
hereof.
I, JEANNE M. LEONCINI , Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly intro-
duced and adopted at a regular meeting of the City Council of said
City held on Monday
the 17th day of April
19 95 by the following vote, to wit:

SERVICE AGREEMENT
BETWEEN
City of San Rafac'
AND
The Marin County Department of Information Services and Technology
The following Service Agreement is executed between the City of San Rafael and the County of
Marin, Information Services and Technology Department for participation in the Marin Community
Public Access System (McPAS) which includes the publication of agendas, minutes and other
documents and the development of a Community Access Plan.
1. Marin Countv IST Products
Marin County IST through its vendor marinfo will provide the following services:
a) Online area desian
Provide design support for the San Rafael "home page" on marinfo
b) Staff trainina
Provide training in posting agendas, schedules and other documents on marinfo.
c) Server su000rk
Provide operations and maintenance services on the marinfo server through
September 30, 1995.
d) Online Forums
Provide for forums of topical interest to San Rafael residents.
e) Demonstration & trainina for citizens
Provide demonstrations to the public of the system and user training sessions for
San Rafael citizens.
f) Communitv Access Plan
Provide staff and management support in the development of a Community
Access Plan.
2. Citv Resoonsibilities
a) Design an on online area
Work with marinfo staff in the development of the San Rafael "home page".
b) Designate staff
Provide marinfo access to staff for technical upload training.
c) Scheduled provision of content
Maintain San Rafael content on the marinfo server on a mutually agreed upon
schedule through September 30, 1995.
d) Public space for user trainina
Provide public space for demonstrations and user training sessions.
e) Communitv Access Plan
Participate in two hour bi-weekly Community Access Plan workshops with staff
from other municipal organizations
2. Billinas and Charaes for Services
a) On execution of this agreement Marin IST will invoice San Rafael $3,000 to cover
start up costs for the program.
b) On successful completion of the project Marin IST will invoice San Rafael $2,000.
3. Technical Assistance
a) In addition to the above deliverable Marin IST will provide staff support to all
technology questions raised by the McPAS work group.
6. Term of Aareement
This agreement will be in effect from April 1, 1995 through September 30, 1995.
