IT WEREAS, in yune, 1993, Our Vision of Downtown San Rafael was
presented to the San Rafael City Council, and
`GWEREU the San Rafael City Council determined amendments were needed
to make the San Rafael General Plan and Zoning Ordinance consistent with the Vision, and
rPWERLAS, Phil Abey has served Downtown as a former Design Review
Board member, and
ITWEREAS, in August, 1993, Phil was appointed by the San Rafael City
Council to the Downtown Advisor Group charged with translating Our Vision into Genera(Plan
policies and Zoning Ordinance regulations, and
4N"J-(EREAS, Phil has contributed his considerable design expertise, and
gWEREU Phi( has served on numerous subcommittees to work out specks
of the Downtown Advisor Group's recommendations, and
`kWEREAS, in May, 1995, Phil and the other members of the Downtown
Advisor Group presented to the City Council recommendations which wi((affow in Downtown
the type of changes and activity promoted in Our Vision.
NOW, THEREFORE, BE 17 RESOLVED that the Mayor and City Council
of the City of San Rafael, on behalf of all its citizens, hereby egress sincere appreciation and
gratitude to Phil for his thoughtful observations and commitment to the future of Downtown.
