`GWEREAS, in 9une, 1993, Our Vision of Downtown San Rafael was
presented to the San Rafael City Council, and
`KWER U the San Rafael City Council determined amendments were need
to make the San Rafael General Plan and Zoning Ordinance consistent with the Vision, and
gWERE.AS, Fred Divine has served Downtown as a Vision veteran, having
served on the Downtown Community Plan Committee which wrote Our Vision of Downtown
San Rafael,, and as a focal architect contributing to the built character of Downtown, and
UWEREAS, in August, 1993, Fred was appointed by the San Rafael City
Council to the Downtown Advisor Group charged with translating Our Vision into General PG
policies and Zoning Ordinance regulations, and
,WWER.E.AS, Fred has generousfy contributed kis extensive knowledge and
expertise in the area of design and development, and
,TWERE.AS, Fred has served on numerous subcommittees to workout
specks of the Downtown Advisor Group's recommendations, as weff as volunteered to presen
the group's recommendations to various organizations, and
M fEREU in May, 1995, Fred and the other members of the Downtown
Advisor Group presented to the City Council recommendations which wiff affow in Downtown
the type of changes and activity promoted in Our Vision.
NOW, TXEREFOR,E, BE IT RESOLVED that the ?Mayor and City Cour
of the City of San Rafael, on behalf of aff its citizens, hereby express sincere appreciation and
gratitude to Fred for his valuable donation of time, considerable contribution of effort and
continuing commitment to the future of Downtown.
