RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL OPPOSING THE MISLEADING "MOBILEHOME
RENT ASSISTANCE" INITIATIVE (RE: THE
MOBILEHOME RESIDENCY LAW)
WHEREAS, mobilehome owners in the City of San Rafael are primarily
senior citizens and low-income families living on fixed
incomes; and
WHEREAS, the City of San Rafael has enacted a mobilehome rent
protection ordinance to safeguard these vulnerable
elderly and low-income families from excessive rent
increases; and
WHEREAS, mobilehome owners are at a disadvantage due to the
shortage of available mobilehome park rental spaces; and
WHEREAS, the City of San Rafael opposes any statewide preemption
of local control over the formulation of policy
responding to the crisis in mobilehome park space rents
and availability; and
WHEREAS, mobilehome owners often forfeit their only asset, their
homes, when they cannot pay excessive rents; and
WHEREAS, the misleadingly titled "Mobilehome Rent Assistance"
initiative which has qualified for the next statewide
ballot, would void the meaningful protections in the City
of San Rafael's Mobilehome Rent Control Ordinance.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael opposes the "Mobilehome Rent Assistance" initiative, and
recommends that local residents also oppose said initiative.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby
certify that the foregoing Resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City held on Monday, the 5th day of June, 1995, by the following
vote, to wit:
