RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
APPOINTING DOWNTOWN SAN RAFAEL BUSINESS
IMPROVEMENT DISTRICT ADVISORY BOARD MEMBERS
TO OVERSEE THE OPERATIONS OF THE DISTRICT
WHEREAS, the California Streets and Highways Code Section 36500 et seq. authorizes cities
to establish parking and business improvement areas for the purpose of promoting economic
revitalization and physical maintenance of business districts in order to create jobs, attract new
businesses and prevent erosion of business districts; and
WHEREAS, the Downtown San Rafael Business Improvement District (BID) was established
in 2013 to replace the existing Parking and Business Improvements Area Business Improvement
District instituted in 1979 in the commercial area on and around the Fourth Street corridor in San
Rafael; and
WHEREAS, pursuant to San Rafael Municipal Code Chapter 10.09 and the California Streets
and Highways Code Section 36533, the Board of Directors of the Business Improvement District
recommends to the City Council a list of members to serve as the BID Advisory Board for the next
year; and
WHEREAS, at the Downtown San Rafael Business Improvement District annual renewal
meeting on November 21, 2016, the City Council appointed five initial Advisory Board members and
requested that the new Advisory Board recommend additional individuals for consideration by City
Council for appointment to the Advisory Board; and
WHEREAS, the Board of Directors of the Business Improvement District held a call for
applications for board members and it now recommends to the City Council six new Advisory Board
members who, along with the current five member board, will create an Advisory Board of eleven total
members.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael
does hereby appoint the following five individuals from the following businesses to the BID Advisory
Board: Adam Dawson (Mike's Bikes), Bonnie Ayers Namkung (copywriter and marketing consultant),
Jed Greene (Five Corners Consulting Group), LeAnne White (InCavo Wine Lounge), and Maria
Bernier (Woodlands Pets);
BE IT FURTHER RESOLVED that the City Council hereby delegates to the BID Board of
Directors the authority to appoint an additional, eleventh, Board member from a West End business, to
be selected by the BID Board at a later date.

resolution was duly and regularly introduced and adopted at a meeting of the City Council of said City
held on Monday, the 3rd of April, 2017, by the following vote, to wit:
