HomeMy WebLinkAboutCC Resolution 9262 (Joint Marin Literacy Program)RESOLUTION NO 9 2.6.2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE MAYOR TO EXECUTE A JOINT EXERCISE OF POWERS AGREEMENT FOR THE OPERATION OF THE JOINT MARIN LITERACY PROGRAM WITH THE COUNTY OF MARIN (FROM OCTOBER 1994 THROUGH SEPTEMBER 19951 WHEREAS, the City of San Rafael and the County of Marin have successfully operated a joint literacy program under a Joint Powers Agreement since October of 1992; and WHEREAS, the City and the County have successfully applied for a federal Librmy Services Construction Act Title VI Grant to continue to provide much needed literacy services. NOW, THEREFORE, BE 1T RESOLVED that the City Council of the City of San Rafael hereby authorizes the Mayor and City Clerk to execute a Joint Exercise of Powers Agreement with the County of Marin to operate the Joint Marin Literacy Program. LEONCINI, City Clerk ORIP,111AL JOINT EXERCISE OF POWERS AGREEMENT FOR THE OPERATION OF THE MARIN LITERACY PROGRAM This agreement, made and entered into this 5th day of DECEMBER , 19941 by and between the City of San Rafael, a municipal corporation (hereinafter referred to as City), and the County of Marin, a body corporate and politic of the State of California (Hereinafter referred to as County). WITNESSETH WHEREAS, the City desires to improve literacy services; and WHEREAS, the County desires to improve literacy services; and WHEREAS, City and County believe that the greatest possible benefit from the use of public funds and private funding may be realized if unnecessary duplication of services and physical facilities is avoided; and WHEREAS, the City and County have maintained an office of the Marin Literacy Program under a Joint Powers Agreement signed in October 1992 and this program is currently located in the San Rafael Public Library; and WHEREAS, City and County have successfully applied for a joint LSCA Title VI Grant to allow for the continuation of the program from October 1994 through September 1995; and WHEREAS, this Agreement is authorized under the Joint Exercise of Powers Act, Government Code Section 6500 et seg.; NOW, THEREFORE, in consideration of the mutual promises and agreements hereinafter stated and the performance thereof, the parties hereto do agree as follows: 1. This agreement is for the purpose of maintaining a joint City/County literacy program. The program shall be implemented according to the Mission Statement ("Exhibit A"), the Program of Services ("Exhibit B"), and the Budget ("Exhibit C"). 2. The joint literacy program shall be funded through a LSCA Title VI grant in the amount of $35,000 and CLSA Matching Funds from the State Library awarded to a joint City/County Literacy Program, contributions from the account of the Marin Literacy Partners, plus additional grants and donations from the community. 3. It is agreed that the City shall be the fiscal agent for adminis- tering grant funds for the joint program. The City shall hold LSCA and CLSA monies in a literacy account and shall provide quarterly reports on expenditures for the literacy program activities to the County. 4. It is agreed that the City and the County shall examine options for the future funding, administration, governance and operation for the continuation of the program of service. 5. The City shall be responsible for contracting with service providers for the joint Central Office of the Marin Literacy Program. 6. It is agreed that any equipment or materials purchased by a prior San Rafael CLSA Grant shall be the property of the San Rafael Literacy Program. Further, any equipment or materials purchased CC) -2 - by the Joint LSCA, Title VI money shall be owned jointly by the City and the County. It is the intent of both parties that any equipment or materials purchased by the joint program would be used for the purpose of providing literacy services. 7. The City and the County shall work together to encourage the Literacy Partners and any interested community groups to take an active role in the maintenance and continuation of the program. 8. The terms of this agreement shall be consistent with the LSCA Title VI Grant Fiscal Year effective through September 30, 1995. 9. This agreement is solely for the purpose of providing adult literacy services to Marin residents. Nothing in this agreement shall be construed as obligating either the City or the County beyond the provisions of the agreement. The City of San Rafael provides a site and co -supervision of a joint program at the San Rafael Public Library. The City also receives funding for a Families for Literacy Program and a F.A.T.H.E.R.S. program at San Quentin. The County of Marin provides co -supervision of the joint program and receives funding for an ESL literacy program in West Marin. Our mission is to help adults acquire the necessary skills in reading, writing and communicating in English to enable them to achieve theirgoals and develop their knowledge and potential on the job and in society. The Marin Literacy Program aims to accomplish this mission by: maintaining a literacy curriculum based on learner -centered goals • training and supporting volunteer tutors • matching tutors with learners for one-on-one or small group instruction e empowering parents to become their child's first teacher • providing materials for diverse literacy needs • offering computer-assisted learning • developing cross-cultural awareness that creates a sense of community This program is currently funded by grants from the State's California Library Services Act (California Literacy Campaign Matching Funds and California Families for Literacy) and the U.S Department of Education's Library Services and Construction Act, Title I and Title VI plus additional grants and community donations. Exhibit B MARIN LITERACY PROGRAM Joint Program PROGRAM OF SERVICE 1994-95 Based on the mission statement for the Marin Literacy Program for this fiscal year, we plan to offer a literacy program to adult learners in the following way: A. GeneralOperation/Site 1. The joint program of the Marin Literacy Program, will operate under the supervision of the San Rafael Public Library and the Marin County Free Library. 2. The office will be located at the San Rafael Public Library. B. Staffing 1. The joint program will contract for the services of a Director, a Funding Coordinator and a shared position of Program Assistant. C. Volunteers 1. The joint program will train volunteers at least 4 times per year to work with adult literacy students to teach them reading and writing skills. 2. The volunteers will work one-on-one or in small groups based on time availability, service area and compatibility with the learner. 3. Some volunteers will be utilized to assist with office tasks, such as answering phones, typing, assisting with mailings or completing specific projects. D. Constituency 1. The learners in the program must reside in Marin, be over age 16, be out of the high school system, and need help in reading and/or writing skills. 2. Learners will be matched one-on-one or in small groups based on time availability, service area and compatibility with the tutor. 3. The joint program will offer assistance to the tutors at The Redwoods Retirement Community who are working with local staff. Exhibit B -2- E. Materials 1. The joint program will provide one workbook per level at no cost to the learner. 2. Participants in the Family Literacy Program will receive free books for children in the household. These books are funded by the separate Families for Literacy Grant. 3. A Macintosh computer is available for use by tutors and learners as a supplement to the tutoring process. 4. The joint literacy program keeps a supply of resource and reading materials to be loaned to the tutors and learners. F. Cooperative Segments of the Marin Literacy F... �,,.,m 1. The joint program will coordinate with four other separately funded parts of the Marin Literacy Program. 2. The San Rafael Public Library will operate a Family Literacy Program for learners who have children under age 5. This program is funded by a separate Families for Literacy Grant from the State Library as a supplement to the ongoing joint literacy program. 3. The San Rafael Public Library will operate a Family Literacy Program at San Quentin called F.A.T.H.E.R.S.: Fathers as Teachers, Helping, Encouraging, Reading, Supporting. This program is funded by a separate Department of Education, Title I grant. 4. The San Rafael Public Library will operate a project called Civic Orientation for Newcomers. This program is funded by a separate Department of Education, Title I grant. 5. The Marin County Free Library will operate an ESL Literacy Program for adults in West Marin. The West Marin Program is funded by a separate Department of Education, Title VI grant. 6. Meetings will be scheduled regularly between the coordinator and staff of the joint program and the coordinators of the Family Literacy Program, F.A.T.H.E.R.S. at San Quentin, Civic Orientation and the West Marin Office to maintain continuity, exchange ideas, and provide public awareness of all parts of the Marin Literacy Program. G. Coalitions 1.
