WHEREAS, the San 9Zpfaef C3eneraf Plan cafis for a St. Vincent's/Silveira Advisory Committee to
provide specific recommendations for the future of the St. 'Vincent"s and Silveira properties; and
W H E R E A S, in March, 1991, the San Ufaef City Council appointed a 25 member joint City -
County committee to represent the many groups interested in these properties; and
WHEREAS, Sam Cogsweff was appointed to represent the Captain's Cove Homeowners; and
WHEREAS, the Committee was charged with studying site constraints and opportunities and
coming up with consensus recommendations for the future of the property: and
WHEREAS, for mon than three years and 37 meetings, Sam sey1essfy devoted many hours of
time learning about and evafuating site constraints and resources; developing a program for and
hoOng a successful, nationwide Land Use Competition to explore land use atierna.tives for the
properties; and working with members to draft the St. 'Vincent's/Sitveira and use recommendations;
and
WHEREAS, Sam personclty contributed many additional hours informing groups of progress
being made, and bringing back comments to the Advisory Committee.
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Councif of the City of
San 9Zpfaef hereby commends and express its sincere appreciation to you for your assistance in
drafting the Advisory Committees St. Vtneent's/Silveira Genera[ Plan Amendment proposal.
