CITY OF SAN RAFAEL
PRESENTS THIS
RESOMITION DF APPRECIATION
TO
HOWARD COUNCIL
WHEREAS, the San Rofad General Plan calfs for a St. Vtncent' lSdveira Advisory Committee to
provide sped recommendations for the future of the St. 'Vincents and Silveira properties; and
WHEREAS, in March, 1991, the San AAfad City Council appointed a 25 member joint City -
County committee to represent the many groups interested in these properties; and
WHEREAS, Howard Council was appointed to represent the Marinwood Community Services
District; and
WHEREAS, the Committee was charged with studying site constraints and opportunities and
coming up with consensus recommendations for the future of the property; and
WHEREAS, for more than three years and .3 i meetings, 9toward sefjlessly devoted many hours of
time learning about and evaluating site constraints and resources; developing a program for and
hoWing a successful, nationwide Land Use Competition to eVfore land use alternatives for the
properties; and working with members to draft the St. Vincent's/Silveira land use recommendations;
and
WHEREAS, ?toward personaffy contributed many additional hours taking part in related events,
such as assisting with the Competition's pubCtc exhibit.
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Council of the City of
San Rtfaef hereby commends and express its sincere appreciation to you for your assistance in
drafting the Advisory Committees St. Vincent's/Silveira General Plan Amendment proposal.
