WH ER EAS, the San Rafael Generaf Plan calfs for a St. Vincent's/Sdveira Advisory Committee to
provide specific recommendations for the future of the St. Vincent's and Silveira properties; and
W H E R E AS, in March, 1991, the San Rafael City Council appointed a 25 member joint City -
County committee to represent the many groups interested in these properties; and
WHEREAS, john Starkweather was appointed to represent the City of San Rafael Planning
Commission; and
WHEREAS, the Committee was charged with studying site constraints and opportunities and
coming up with consensus recommendations for the future of the property; and
W H E R E AS, for more than three years and 37 meetings, john selflessly devoted many hours of
time learning about and evaluating site constraints and resources; developing a program for and
holding a successful, nationwide Land Use Competition to explore land use alternatives for the
properties; and observng while members worked to draft the St. Vincent's/Silveira land use
recommendations.
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Council of the City of
San Rafael hereby commends and express its sincere appreciation to you for your assistance in
drafting the Advisory Committees St. Vincent's/Silveira General Plan amendment proposal.
