RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
ADOPTING GENERAL PLAN AMENDMENTS
REVISING DOWNTOWN POLICY DT -8 TO IMPLEMENT
OUR VISION OF DOWNTOWN SAN RAFAEL
(GPA94-1)
WHEREAS, notification of the proposed GPA94-1 amendments occurred as specified
by law; and,
WHEREAS, staff identified the amendments, with corresponding background
analysis in the April 26, 1994 Report to Planning Commission; and,
WHEREAS, the proposed policy changes to the San Rafael General Plan 2000 are
categorically exempt from the provisions of the California Environmental Quality
Act (CEQA) under Class 5(f) of the City of San Rafael Environmental Assessment
Procedures; and,
WHEREAS, the San Rafael Planning Commission is required by state law to hold at
least one public hearing and make a written recommendation to the legislative body
on the adoption of any General Plan Amendments; and,
WHEREAS, the Planning Commission held a public hearing on April 26, 1994, to
hear public comments on the proposed amendments; and,
WHEREAS, the Planning Commission adopted a resolution recommending
approval of the proposed General Plan Amendments (GPA94-1) on April 26, 1994;
and,
WHEREAS, the City Council held a public hearing on the General Plan
Amendments on May 16,1994; and,
WHEREAS, the Council considered all verbal and written testimony on the General
Plan Amendments.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council adopts the
following General Plan Amendments:
1) Delete existing Downtown Policy DT -8 Restaurants. Restaurants should not
be clustered but distributed throughout downtown, avoiding prime Fourth
Street retail spaces, such as corners which have the potential for retail frontage
on two streets. Adverse parking impacts can also be avoided through policies
which encourage even distribution of restaurants in the Downtown.
2) Add new Downtown Policy DT -8 Our Vision. The General Plan policies for
Downtown San Rafael and the corresponding Zoning Ordinance provision are
being revised consistent with Our Vision for Downtown San Rafael. Applicants
for permits from the City of San Rafael are so notified of this ongoing General
Plan and related Zoning Ordinance amendment process and are encouraged to
submit projects consistent with the Vision.

BE IT FURTHER RESOLVED, that the San Rafael City Council finds these
recommended revisions to be in the public interest in that they are not in conflict
with other General Plan Policies, they help to keep the Plan current with Our Vision
and it is in the public interest to have a strong Downtown community and
restaurant uses add to the economic vitality of the Downtown.
The foregoing resolution was duly and regularly introduced and adopted at a regular
meeting of the San Rafael City Council held on the 16th day of May, 1994, by the
following vote, to wit:
