RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
THAT THE CITY OF SAN RAFAEL BOARDS, COMMISSIONS AND COUNCIL
WILL USE OUR VISION FOR DOWNTOWN SAN RAFAEL
AS THE BASIS FOR A DOWNTOWN GENERAL PLAN AMENDMENT AND
RELATED ZONING AND SUBDIVISION ORDINANCES CHANGES, AND
APPLICANTS ARE TO BE SO NOTIFIED
WHEREAS, in July 1988 the City Council of San Rafael adopted the San
Rafael General Plan 2000; and
WHEREAS, in the spring of 1991, the City initiated preparation of a
Downtown Vision, the intent of which was to involve as many people and local
groups as possible in developing a vision for the future of the Downtown which
reflects the community's values and beliefs; and
WHEREAS, in 1992, the San Rafael Planning Commission passed a
resolution recognizing that the Downtown Community Plan would result in a
General Plan amendment and related Zoning and Subdivision Ordinance
amendments; and
WHEREAS, the Downtown planning was a highly successful community
effort, involving more than 1,000 persons in development of the Vision and
generating the enthusiastic support of local merchant, business and neighborhood
groups; and
WHEREAS, the resulting document Our Vision for Downtown San Rafael
provides a positive, collaborative approach to planning the future of Downtown;
and
WHEREAS, in May 1993, the San Rafael Redevelopment Agency and City
Council accepted and endorsed Our Vision for Downtown San Rafael; and
WHEREAS, the Vision provides direction to the City on desired land uses,
site and building design and historic preservation goals; pedestrian, bicycle and
vehicular circulation links; and, character of Downtowns' different districts; and
WHEREAS, the Vision includes an implementation strategy of making the
General Plan and related Zoning and Subdivision Ordinance consistent with the
Vision; and
WHEREAS, in June, 1993, the San Rafael City Council adopted a work
program to complete needed Downtown General Plan and related Zoning and
Subdivision Ordinance changes to implement the Vision for Downtown by making
City policies and rules consistent with the Vision; and

WHEREAS, in August 1993, the San Rafael City Council appointed the
Downtown Advisor Group charged with translating the Vision into City policy and
zoning regulations and guidelines; and
WHEREAS, in September, 1993, the Downtown Advisor Group
recommended that the City Council formally notify applicants of this ongoing
General Plan Amendment and Zoning/ Subdivision Ordinance revision process.
NOW, THEREFORE, BE IT RESOLVED, that the San Rafael City Council finds
that the land uses, principles, and direction of Our Vision for Downtown San Rafael
will provide the basis for General Plan Amendment and any related Zoning
Ordinance amendments,
BE IT FURTHER RESOLVED, that project applicants are to be notified of this
ongoing General Plan and related Zoning and Subdivision Ordinance amendment
process, which could affect Downtown projects, and are encouraged to submit
projects consistent with Our Vision for Downtown San Rafael.

that the foregoing resolution was duly and regularly introduced and adopted at a
regular meeting of the Council of said City held on the 4th day of October, 1993, by
the following vote, to wit:
AYES: Councilmembers: Cohen, Shippey, Thayer & Mayor Boro
NOES: Councilmembers: None
ABSENT: Councilmembers: Breiner
