RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL ACCEPTING PROPOSAL FROM INFRASTRUCTURE
MANAGEMENT SERVICES FOR UPDATING PAVEMENT
MANAGEMENT PROGRAM FOR ANNUAL STREET RESUR-
FACING IN THE AMOUNT OF $66,658.00
WHEREAS, the City hired Infrastructure Management Services
(IMS) to establish a Pavement Management Program for Street Resurfacing;
and
WHEREAS, the City has been using the program since 1986 with
much success; and
WHEREAS, the existing data is now seven years old and should
be updated; and
WHEREAS, this update will insure the Pavement Management
Program provides accurate results to assist the City in optimizing their
pavement improvement dollars; and
WHEREAS, the additional work, which encompasses the video
and sidewalk distress location survey, will aid the City in identifying street
sections and displaced sidewalks.
NOW, THEREFORE, BE IT RESOLVED that the City Council
authorizes the Director of Public Works to accept a proposal from
Infrastructure Management Services for updating the Pavement
Management System, in the amount of $66,658, a copy of which is attached
hereto, marked Attachment "A' and incorporated herein by this reference.

Pursuant to your request we are pleased to provide the following proposal to perform the
required data collection services to update the City's IMS Pavement Management System.
We have enjoyed working with the City and are happy to be able to continue helping the
City with accurate, objective, and cost-effective pavement management services.
Pavement condition data has a life of approximately five years. The pavement condition
data base currently used by the pavement management program was collected in 1986.
This data has reached the end of its useful life and needs to be updated. This update will
insure the pavement management program provides accurate results to assist the City in
optimizing their pavement improvement dollars.
Our data collection services are billed on a test section basis. There exist 2,424 test
sections to be undated within the City. Based on a unit cost of $23.00 per test section the
total cost to update all required data shall be $55,750.00. The City will only be billed for
the test sections actually evaluated. The following services will be performed:
• IMS shall perform a surface and environmental condition survey with the Laser
Road Surface Tester for each test section. Data collected includes crack, rut depth,
ride quality, texture, drainage, shoulder, and site condition.
IMS shall perform one deflection test for each test section. The deflection analysis
provides information on base, subbase, overall structural condition and pavement
type.

Dear Mr. Preston:
Pursuant to your request we are pleased to provide the following proposal to perform the

• IMS shall provide the data on floppy disk in a format accepted by the IMS
Pavement Management Software Program. The City shall be able to copy the data
files into the directory designated for pavement condition data.
As an addition to the work described above the City has requested the following additional
services:
• Video
IMS uses Super VHS Video Cameras to record a forward view of the pavements
evaluated. This video tape is used by IMS for quality control. This tape is available
to the City. The tape shall be encoded with the section number identification and
other location data. This encoding process enables the City to find a street location
on the tape quickly. This tape can be used to identify the location of most signage,
signals, striping and other infrastructure items.
The cost to prepare the tapes for use by the City is $3.00 per test section. The total
number of test sections in the City of San Rafael equates to 2424. This equates to a
total cost of $7,272.00. However the City shall only be billed for the actual number
of sections tested.
• Sidewalk Distress Location Survey
The City has requested IMS to identify, locate and record where sidewalk has been
displaced. IMS proposes to identify if areas of displaced sidewalk exist within a test
section, rate its displacement on a minor or major condition scale, and relate its
location to the location numbering scheme developed in the pavement management
program. A report shall be developed listing the location number where displaced
sidewalk exists.
The cost to perform this survey shall be $1.50 per test section and shall be
performed during the deflection testing operation. The total cost assuming 2424
test sections equates to $3,636.00.
Summary of costs:
Pavement Management Database Update $55,750.00
Video Inventory Tapes (VHS) $ 7,272.00
Sidewalk Survey $ 3.636.00
Total $66,658.00
IMS asks the City to provide a safety vehicle equipped with an arrow board or other
suitable sign to assist in portions of the deflection testing activities. This may require
approximately two (2) days. IMS also requires updated traffic volumes on the major
streets evaluated. The average daily traffic, percent of single and multi axle trucks are
required.
No additional woric beyond die services proposed here shall be performed without th-a
written request of the City of San Rafael.
Invoices shall be submitted monthly for the portion of work completed. Payments are due
within thirty (30) days of invoice.
We estimate the data collection services proposed shall take approximately thirty (30)
working days. The data will then be processed by IMS. The data on floppy disk shall be
returned to the City within sixty (60) days of completion of field testing activities.
