PRESENTS THIS
RESUhUTION OE IIPPRECIdTION
TO
CYR MILLER
WHEREAS, the City Council and the Redevelopment Agency of the City of San Rafael
determined to embark on a collaborative, community based consensus planning
effort to determine the future of Downtown San Rafael; and
WHEREAS, the Redevelopment Agency appointed Cyr Miller to serve a s a member of the
Downtown Community Plan Committee; and
WHEREAS, the Committee met from 1991 to 1993 to formulate Our Vision of Downtown San
Rafael which reflects the dreams and desires of the entire community; and
WHEREAS, Cyr reflected the interests of business people, long time residents, parents,
walkers, shoppers and social service agencies on the Downtown Community Plan
Committee; and
WHEREAS, Cyr interacted with many of the Plan Sponsor groups, including the Interfaith
Council, Federation of San Rafael Neighborhoods, San Rafael City Schools,
Library Board of Trustees, St. Vincent de Paul Society and the West End
Neighborhood Association, and kept them informed of the progress made on the
Plan; and
WHEREAS, Cyr provided boundless energy, participation in countless meetings and
memorable and/or poetic phrasing such as "womb to tomb" and "alive after five ;
hours of effort throughout out- two years of work, and assisted tremendously in
informing the community about Our Vision for Downtown San Rafael.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to Cyr Miller for his dedicated and devoted service as a
DOWNTOWN COMMUNITY PLAN COMMITTEE MEMBER and the
contributions he has made to creating a Vision for Downtown San Rafael which
wil; improve the quality of life for current and future residents of San Rafael
