CITY OF SAN RAFAEL
PRESENTS THIS
RESOUITION OF IIPPRECIdTION
TO
JOAN THA YER
WHEREAS, the City Council and the Redevelopment Agency of the City of San Rafael
determined to embark on a collaborative, community based consensus planning
effort to determine the future of Downtown San Rafael; and
WHEREAS, the Redevelopment Agency appointed Joan Thayer to serve as a member of the
Downtown Community Plan Committee; and
WHEREAS, the Committee met from 1991 to 1993 to formulate Our Vision of Downtown San
Ra ael which reflects the dreams and desires of the entire community; and
WHEREAS, Joan reflected the interests of the entire city on the Downtown Community Plan
Committee; and
WHEREAS, Joan interacted with many of the Plan Sponsor groups, including the
Redevelopment Agency and the City Council, and kept them informed of the
progress made on the Plan; and
WHEREAS, Joan provided insightful observations, creative alternatives, hours of effort
throughout our two years of work, and assisted tremendously in informing the
community about Our Vision for Downtown San Rafael.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to Joan Thayer for her dedicated and devoted service as a
DOWNTOWN COMMUNITY PLAN COMMITTEE MEMBER and the
contributions she has made to creating a Vision for Downtown San Rafael which
will improve the quality of life for cut -rent and future residents of San Rafael.
