CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF RPPRECIRTION
TO
PHILLIP ABEY
FOR EIGHT YEARS OF DISTINGUISHED SERVICE
ON THE DESIGN REVIEW BOARD
WHEREAS, on December 2,1986, the City Council of the City of San Rafael appointed Phil Abey to
serve a four year term on the Design Review Board of the City of San Rafael; and
WHEREAS, Phil Abey diligently performed his duties as a Design Review Board member and
represented the interests of the residents of the City by encouraging improvement of
the City's man-made environment by stimulating creative design and preserving
balance and harmony in neighborhoods and business areas; and
WHEREAS, in recognition of his performance as a Design Review Board member, the City Council
appointed Phil Abey to a second term on the Design Review Board on July 3,1989; and
WHEREAS, during his eight years on the Design Review Board, Phil Abey has given the City
invaluable guidance to the functioning, appearance and locations of buildings and
landscape improvements so as to maintain and enhance a balance between private
prerogatives and the welfare of the community; and
WHEREAS, Phil Abey shared his extensive background in Landscape Architechue by guiding the
Board to reach a consensus on difficult Landscape design issues; and
WHEREAS, the City Council wishes to acknowledge the diligent manner in which Phil has
performed his duties and the many hours of public service spent in behalf of the City of
San Rafael.
NOW, THEREFORE BE IT RESOLVED that the San Rafael City Council, on behalf of the residents of the
City of San Rafael, hereby expresses its appreciation to Phillip Abey for his outstanding contribution in
promoting excellence in design for the City of San Rafael which will improve the quality of the lives of the
current and future residents of San Rafael.
The foregoing Resolution was adopted at the regular meeting of the City of San Rafael City Council held
on the 19th day of July,1993.
