CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION DF APPRECIATION
TO
GENE MILLER
WHEREAS, on November 19, 1990, the City Council of the City of San Rafael appointed Gene Miller to serve as
a member of the Hillside Residential Design Guidelines Advisory Committee; and
WHEREAS, the Committee met for seven months and spent many hours discussing and formulating
Guidelines which would protect the City of San Rafael's hillsides and ridgelines which provide a
scenic backdrop for the City; and
WHEREAS, the City Council adopted the Hillside Residential Design Guidelines on October 7,1991; and
WHEREAS, the Northern Section of the California Chapter of the American Planning Association awarded the
Guidelines the 1992 Outstanding Planning Implementation Award for a Small Jurisdiction in
recognition of the Manual's high merit and noted that the Guidelines were comprehensive, user
friendly, and could be easily adopted by other jurisdictions; and
WHEREAS, the California Chapter of the American Planning Association awarded the Guidelines the 1992
Outstanding Planning Implementation Program Award for a Small Jurisdiction in recognition of
the project's contribution to the planning profession; and
WHEREAS, the American Planning Association awarded the Guidelines its 1993 Outstanding Planning Award
for Planning Implementation in a Small Jurisdiction and recognized the work of the Advisory
Committee in creating a document that gives design professionals flexibility while assuring
residents that new development will be sensitive to views and the environment; and
WHEREAS, the City of San Rafael wishes to acknowledge the conscientious manner in which the Hillside
Residential Design Guidelines Advisory Committee performed its duty in formulating these
nationally recognized Guidelines which protect environmental resources and provide architectural
guidelines to prevent massive and out -of -scale hillside development and to thank Committee
members for the many hours of public service spent on behalf of the City.
NOW, THEREFORE BE IT RESOLVED that the City Council, on the behalf of the residents of the City of San
Rafael, hereby expresses its appreciation to Gene Miller for his outstanding service as a member of the Hillside
Residential Design Guidelines Advisory Committee and the contributions he has made to establishing Hillside
Residential Guidelines which will improve the quality of life for the current and future residents of San Rafael and
which provide a national model for hillside development.
