RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A VARIANCE APPLICATION WITH THE
STATE OF CALIFORNIA DEPARTMENT OF TOXIC
SUBSTANCES CONTROL TO OPERATE A PERMANENT
HOUSEHOLD HAZARDOUS WASTE COLLECTION AND
CONSOLIDATION FACILITY IN COOPERATION WITH MARIN RECYCLING
WHEREAS, residents of the City need adequate facilities to dispose
of small quantities of household hazardous wastes in a safe and
convenient manner; and
WHEREAS, the illegal dumping and abandonment of hazardous wastes in
the City is occurring at increased frequency at continually rising
disposal costs; and
WHEREAS, improper disposal of household hazardous wastes causes
increased potential injuries to sanitation workers; and
WHEREAS, Marin Recycling has the existing facility, zoning and land
use approvals to implement such a program; and
WHEREAS, the State of California Department of Toxic Substances
Control requires variance permitting for household hazardous waste
collection and consolidation facilities,
NOW, THEREFORE, the San Rafael City Council takes the following
ACTION:
RESOLVED, that the San Rafael City Council authorizes the City
Manager to execute a Variance Application to the California
Department of Toxic Substances Control, for the ability to operate
a permanent Household Hazardous Waste Collection and Consolidation
Facility.

certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of said City held on
the 7th day of June , 1993, by the following
vote, to wit:
