CITY OF SAN RAFAEL
PRESENTS THIS
RESOUITION OF IIPPRECIdTION
TO
JOHN VOLPE. SAN RAFAEL POLICE DEPARTMENT MARINE AUXILIARY
WHEREAS, on Saturday, January 30, 1993, at approximately 10:45 AM, John
Volpe, a volunteer member of the San Rafael Police Department Marine Auxiliary
was a crew member on the City's patrol / rescue boat Mission City; and
WHEREAS, the Mission City responded to a request for assistance for a small
fishing boat that had capsized near Point Richmond and one occupant was in
the frigid (48 degree) San Pablo Bay water; and
WHEREAS, it was determined that due to the water current (5-6 mph) and the
victim's inability to assist in his own rescue due to exposure to the cold water,
and a strong undercurrent, that the only safe method to effect a rescue was to
place a crew member into the frigid water with the victim, and then tow both of
them to deeper water where they could safely be brought aboard the Mission
City; and
WHEREAS, John Volpe wearing an exposure suit, entered the frigid water and
swam to the victim and took hold of him, while they were then towed for 10
minutes to deeper water where the victim and John Volpe were then taken
aboard the Mission City and administered first-aid for hypothermia.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of
San Rafael, on behalf of all its citizens, hereby express sincere appreciation and
gratitude to John Volpe for risking his own safety to rescue John McKee from the
frigid waters of San Pablo Bay.
