RESOLUTION NO. 8810
CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF 11PPREEIRTION
TO
RUTH BLANCO
WHEREAS, Ruth Blanco has extensive mediation knowledge and
expertise, gained through her many years of
experience as a Mediator with the California State
Mediation and Conciliation Service and her previous
experience in the labor movement; and
WHEREAS, Ruth provided invaluable service to the City
of San Rafael mediating labor disputes that have arisen
over the past four years during memorandum of
understanding negotiations; and
WHEREAS, Ruth worked tirelessly, routinely making
herself available for consultation during evening
and weekend hours, and with integrity, good humor,
and understanding to mediate and/or facilitate
acceptable resolutions to said disputes; and
WHEREAS, Ruth was always willing to go the extra measure for
all parties, not only to achieve resolutions to
disputes but to improve communications and develop
positive employer/employee relations in general; and
WHEREAS, Ruth has accepted a challenging career move as a
Special Assistant to the California State Insurance
Commissioner.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael expresses sincere gratitude and appreciation to Ruth
Blanco for her efforts on behalf of the City of San Rafael and its
employees and wishes her much success in her new position.
