HomeMy WebLinkAboutCC Resolution 8623 (Household Hazardous Waste)RESOLUTION NO. 8623 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ADOPTING THE MULTI -JURISDICTIONAL SOURCE REDUCTION AND RECYCLING ELEMENT AND HOUSEHOLD HAZARDOUS WASTE ELEMENT FOR MARIN COUNTY AND ITS CITIES WHEREAS, the California Integrated Waste Management Act of 1989 (Act) requires each city to prepare, adopt, and submit to the county in which it is located, a Source Reduction and Recycling (SRR) Element and Household Hazardous Waste (HHW) Element (Public Resources Code Sections 41000 and 41500); and WHEREAS, each city council in Marin County, including this City Council, and the County Board of Supervisors signed a Memorandum of Understanding in 1990 to jointly prepare a Multi - jurisdictional Source Reduction and Recycling Element and Household Hazardous Waste Element; and WHEREAS, the Act requires the SRR Element to show that each city will divert 25 percent of all solid waste from landfill or transformation facilities by 1995 through source reduction, recycling, and composting activities, and divert 50 percent by the year 2000 through source reduction, recycling, composting, and limited transformation activities (Public Resources Code Section 41780), and requires the HHW Element to identify a program for the safe collection, recycling, treatment, and disposal of hazardous waste generated by households in the city (Public Resources Code Section 41500); and WHEREAS, the attached Final Drafts of November 7, 1991, of the Multi -jurisdictional SRR Element and HHW Element describe how this City will meet the Act's mandates; and WHEREAS, the goals of the SRR and HHW Elements include maintaining a strong public/private partnership, building on existing programs, and maximizing cost-effectiveness; and WHEREAS, on January 14, 1992, the Marin County Board of Supervisors approved a Negative Declaration of Environmental Impact for the SRR and HHW Elements; and WHEREAS, this Council has reviewed and considered the Negative Declaration of Environmental Impact. ORIGINAt -On23 NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council hereby: (a) adopts the sections of the Final Drafts of November 7, 1991, of the "Multi -jurisdictional Source Reduction and Recycling Element and the Multi - jurisdictional Household Hazardous Waste Element for Belvedere, Corte Madera, Fairfax, Larkspur, Mill Valley, Novato, Ross, San Anselmo, San Rafael, Sausalito, Tiburon, and the Unincorporated Area of Marin County" that are applicable to this City; and (b) recognizes that the applicable sections include, but are not limited to, countywide goals and objectives, city -specific waste generation data, countywide and city -specific implementation programs, and countywide and city -specific estimates of program costs and funding sources; and (c) submits the adopted Elements to the Marin County Board of Supervisors.
