RESOLUTION NO. 8637
CITY OF SAN RAFAEL
PRESENTS THIS
RESOUITION OF fiPPRECIRTION
TO
OFFICER JAMES COOK
WHEREAS, on January 24, 1991, Detective Mattos of the Twin
Cities Police Department sighted Muhamud Jamal driving a stolen
vehicle and later proved to be responsible for over 100 burglaries
in the Marin County area; and
WHEREAS, a high speed chase ensued in which Officer Michael
Fielding became involved, ending on Andersen Drive in San Rafael,
thereafter becoming a foot chase; and
WHEREAS, Officer Fielding chased Jamal, who was brandishing a
handgun, with citizens in close proximity; and
WHEREAS, at this time Officer James Cook pulled his patrol car
alongside of Jamal, who fired three times at Officer Cook, and
later Jamal pointed his handgun directly at Officer Fielding who
then shot Jamal; and
WHEREAS, although Officers Fielding and Cook and innocent
citizens could have been seriously injured or killed during this
incident, the officers did not hesitate in pursuing and taking him
into custody; and
WHEREAS, Officers Fielding and Cook were honored on Friday,
March 20, 1992 as Peace Officers of the Year by the Marin County
Peace Officers Association.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council appreciates, honors and thanks Officer James Cook for his
most courageous actions in the line of duty.
