A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
AUTHORIZING THE SIGNING OF AN INTERAGENCY AGREEMENT
TO PARTICIPATE IN THE
MARIN COUNTY HEALTHY START 620 COLLABORATIVE
WHEREAS, it is recognized that the Marin County Healthy
Start 620 Collaborative is comprised of a broad-based cross
section of private and public sector representatives and parents
sharing a common vision for system -wide policy changes to ensure
Marin County children, parents and families an accessible,
available, culturally inclusive and linguistically competent
learning environment that is responsive to each child's, parent's
and family's individual physical, social, emotional and
intellectual needs; and
WHEREAS, it is further recognized that restructuring
interagency partnerships to provide more effective child, parent
and family centered comprehensive learning and service systems
in a manner which promotes pupil and parent participation in
the learning process is primary to this vision; and
WHEREAS, it is recognized that for the past seven (7)
years, the Marin County public sector, the Department of Health
and Human Services, private community-based organizations,
the Marin County Office of Education, and local school districts
have been involved in developing cooperative efforts and more
intensive collaborative arrangements to restructure interagency
partnerships to achieve this goal.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF SAN RAFAEL is committed to support the development
and operation of the Marin County Healthy Start 620 Collaborative
structure at a County -wide and local level.
BE IT FURTHER RESOLVED that Pamela J. Nicolai, City Manager,
is authorized to sign the attached interagency agreement.

regularly introduced and adopted at a regular meeting of the
City Council of said City held on Monday, the fourth day of

MARIN COUNTY HEALTHY START 620 INTERAGENCY AGREEMENT
This agreement to participate in the Marin County Healthy Start 620 Initiative describes
the overall philosophy and working relationship between the Marin County Health Start
620 Collaborative and CITY OF SAN RAFAEL
This agreement to participate is effective from the date of signature as affixed hereto and
will remain in affect until such time that one or both parties requests an amendment or
chooses to terminate this agreement.
The agreement is as follows:
1. The parties agree that the Marin County Healthy Start 620 Collaborative is
comprised of a broad based cross section of private and public sector
organizations and parent groups. The participating agencies share a common
vision for system -wide policy changes to ensure Marin County children, Parents
and families an accessible, available, culturally inclusive and linguistically
competent learning environment that is responsive to each child's, parent's and
family's individual physical, social, emotional and intellectual needs;
2. The parties agree that the interagency partnerships will be restructured to provide
more effective child, parent and family centered comprehensive learning and
service systems in a manner which promotes pupil and parent participation in the
learning process;
3. The parties concur that for the past seven (7) years, the Marin County public
sector, the Department of Health and Human Services,private Community Based
Organizations, the Marin County Office of Education, local School Districts and
the Marin County Probation Department have been involved in developing
cooperative programs and more intensive collaborative arrangements to
restructure interagency partnerships to achieve this goal;
4. The parties agree to support the development and operation of the Marin County
Healthy Start 620 collaborative governance structure at a County wide and local
level. This will include appointing a specific representative to the County -wide
collaborative governance structure who will have authority to speak on behalf of
the agency, who can commit and allocate in-kind or hard match resources in
support of the project, and who will attend regular 620 meetings as required in the
governance structure;
5. The parties agree to develop and maintain cross -agency training, education and
technical assistance to foster commitment to interagency collaboration and to
support schools, managers and staff;
6. The parties agree to create and operate a County -wide service delivery system
consisting of coordinated site-based intake, assessment, and multidisciplinary
case management, for all funded, eligible children, parents and families;
7. The parties agree to support the amendment, as necessary, of the agency's
confidential procedures to conform with the 620 collaborative policy, including
accepting release forms in mutual cases and ensuring that managers and line
staff are duly trained of any special provisions with respect to exchange of
confidential information or records;

8. The parties agree to support decentralized and repositioned staff who will provide
comprehensive multidisciplinary services to children, parents and families in an
increased local problem solving, non jurisdictional capacity;
9. The parties agree to support a comprehensive preventive health education
curriculum for children, parents and families;
10. The parties agree to support development of a centralized management
information system which facilitates interagency information sharing, referrals and
collection of process and outcome data;
11. The parties agree to support ongoing centralized process and outcome
evaluation in an effort to better understand the dynamics of the educational and
service components of the program, and to modify these components as
necessary to more effectively meet the needs of all children, parents, families and
workers;
12. The parties agree to support the development of a system for services
reimbursement to sustain our County -wide and local efforts.
The parties agree to actively participate in the Marin County Health Start 620
Collaborative at a County wide and local level on this 4th day of MAY in the
year 1992 in the County of Marin, Callfomia.
