A RESOLUTION TO CALTRANS COMMITTING THE
CITY OF SAN RAFAEL TO PERFORM CERTAIN WORK
ASSOCIATED WITH THE WEST FRANCISCO STORM
DRAINAGE MASTER PLAN
WHEREAS, the storm water runoff from the West Francisco,
Bret Harte and Picnic Valley drainage basins accumulates on the West side
of Highway 101 in a ditch adjacent to R.A.B. Motors; and
WHEREAS, the storm water passes under Highway 101 to a
pump station located on the East side within a concrete culvert known by
Caltrans as the "Harbor Street Drain"; and
WHEREAS, the Harbor Street drain culvert has deteriorated
and is in need of replacement at Caltrans' expense; and
WHEREAS, Caltrans proposes to replace said culvert with a new
culvert and pipeline to run from Irwin Street/Francisco Boulevard on the
West side of Highway 101 to a new pump station to be located at the end of
Francisco Boulevard East by Grand Avenue, on the East side of Highway
101; and
WHEREAS, Caltrans proposes to perform the design and
construction of the new culvert, pipeline and pump station at no cost to the
City; and
WHEREAS, before this project can be programmed Caltrans
requires a commitment from the City that it will perform certain work in
association with this project.
NOW, THEREFORE, IT IS RESOLVED that the City Council of
the City of San Rafael commits to the following:
1. The City will construct necessary improvements to divert
and direct the flow of the storm drainage runoff from the Francisco
Boulevard West, Bret Harte and Picnic Valley drainage basins from its
existing location of accumulation at the Harbor Street Drain to the new
location at Irwin Street/ Francisco Boulevard West. These improvements
will be constructed at the same time, or after, the new pump station and
drainage culvert have been completed. Caltrans will be unable to complete

modifications to the Harbor Street Drain until the City improvements are
completed.
2. The City will maintain the new storm water pump station
and all improvements outside of the State Right of Way after construction is
completed and final acceptance.
3. Caltrans will not be responsible for dredging San Rafael

introduced and adopted at a regular meeting of the Council of said City on
Monday, the 20th day of July, 1992, by the following vote, to wit:
