A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
CERTIFYING A NEGATIVE DECLARATION FOR AN
ORDINANCE TO AMEND TITLE 14 (ZONING)
OF THE MUNICIPAL CODE FOR REZONING OF PROPERTY
LOCATED ON THE BLOCK BOUND BY "C", "B" SECOND AND THIRD
STREETS
TO "PD" (PLANNED DEVELOPMENT)DISTRICT
FOR DEVELOPMENT OF
A LIBRARY, RETAIL AND RESIDENTIAL PROJECT
(AP 11-256-07,08,09,12,14,15,16,21,25,26,27,28,29,30,31,32)
WHEREAS, the San Rafael City Council has received a zone
change application for a library, retail and residential project requiring
changes to City Ordinance 1458; and
WHEREAS, an Initial Environmental Study was prepared in
accordance with the State EIR Guidelines to assess potential environmental
impacts of the proposal; and
WHEREAS, on January 29, 1991, the Planning Commission
found that development of a library, retail and residential project would not
create any significant adverse impacts and recommended to the City Council
(6-0 vote) the Certification of a Negative Declaration.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council finds there is no substantial evidence in the record showing that the
project may have a significant effect on the environment and certifies the
Negative Declaration for an Ordinance to amend Title 14 (Zoning) of the
Municipal Code by rezoning the subject property to"PD" (Planned
Development) District.
I, JEANNE M. LEONCINI, Clerk of the City Council of the City of
San Rafael, hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the City Council of said City
on Monday, the 4 th day of February, 1991, by the following vote, to wit:
