A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
SUPPORTING PRESERVATION OF THE CONTEMPO MARIN MOBILE
HOME PARK AND
SUPPORTING PURCHASE OF THE PARK BY RESIDENTS
WHEREAS, the 1988 San Rafael General Plan (Policy H-8) requires
maintenance of the City's existing stock of lower cost units, permitting
conversions only with provision of new units of the same general type,
numbers and price range, and cites Contempo Marin as an example of this
type of housing; and
WHEREAS, immediately following adoption of the General Plan, to
encourage retention of existing lower cost housing, the City adopted Housing
In Lieu Fees for loss of lower cost units essentially equivalent to the cost of
replacing those units; and
WHEREAS, immediately following adoption of the General Plan, the City
also adopted a Mobile Home Rent Stabilization Ordinance for the Contempo
Marin Mobile Home Park to maintain rental affordability of these units; and
WHEREAS, Planning and Building staff have worked diligently within the
last year to identify the extent of local regulation of mobile home parks which
can be achieved under State law; and
WHEREAS, the San Rafael General Plan contains a specific implementing
program for Contempo Marin Mobile Home Park to develop a specialized
zoning district to insure Contempo's preservation (H -u); and
WHEREAS, consistent with H -u, staff is currently developing a specialized
Planned Development District for Contempo Marin which will accompany
zoning ordinance text revisions, and which reaffirms that it is the City's
policy that these units are to be preserved.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Rafael strongly supports preservation of the Contempo Marin Mobile
Home Park as a low and moderate income housing project and supports Park
tenants' efforts to purchase the park as a good way to assure long term,
affordable preservation of the Mobile Home Park.
I, JEANNE M. LEONCINI, clerk of the City of San Rafael, hereby certify that
the foregoing resolution was duly and regularly introduced and adopted at a
regular meeting of the Council of said City on Monday, the 18th of March,
1991, by the following vote, to wit:
