VINCENTS/SILVEIRA TOPOGRAPHIC BASE MAPS WHEREAS, the City Council approved the St. Vincents/Silveira Opportunities and Constraints Analysis Work Program on March 18, 1991, which included having Towill, Inc. prepare base maps; and WHEREAS, base maps must be prepared for the St. Vincents and Silveira properties immediately in order to conduct study analysis; and WHEREAS, Towill, Inc. has prepared consistently high quality base maps for land within City limits and has stated they will immediately prepare St. Vincents and Silveira base maps. NOW THEREFORE BE IT RESOLVED, the City Council hereby approves an agreemei with Towill, Inc to prepare topographic and aerial base maps as identified in Exhibit.A I, JEANNE M. SCOPE OF WORK 1. Aerial Photography When notified of the authorization to proceed, we will obtain new black and white vertical aerial photography using a Wild RC20 nominal six-inch (152mm) focal length camera with forward image motion compensation, automatic exposure, vacuum pressure, and true plane platen. The photography will be flown at an altitude of 12,000 feet above mean terrain (nominal scale 1"=2000'). There will be one flight line with 3 exposures total. 2. Photogramnetry a. Photo Control Upon completion of the photographic mission, we will extrapolate image control from the USGS quadrangle "San Rafael" relating to like images on the aerial photography thus achieving a minimum of six (6) control positions per stereo model. We will then digitize these positions from the quad map thus achieving horizontal and vertical coordinates (based on the accuracy of the quad map) for each of these image points. ,0I 1•r `� � I iouuill. inch Ms. Jean Freitas City of San Rafael -2- March 22, 1991 SCOPE OF WORK - Photogrammetry (continued) b. Orthophoto Preparation - 1"=400' When the method of establishing photo control has been completed, we will prepare orthophotos from the 1:24,000 scale stereo photography using a Wild ORI orthophotoscope. The orthophoto maps will show the California Coordinate ticks, redrafted USGS quad contours and elevations incorporated with the city -provided 100 -scale topography, and the three major property lines as provided by the city. It will consist of one sheet, 36"x38", screened on mylar. See attached map for compilation limits and proposed sheet layout. In addition to the 400 -scale orthophoto-contour map, we will prepare an 8J"x11" glossy photo of the properties per the city's cropping requirements. Finally, we will enlarge a portion of the orthophoto map (no contours) to four 1"=100' screened mylar sheets. This final reproduction will be a 20.OX diameter enlargement from the original aerial negative scale and will not meet the same photographic resolution quality as the 400 -scale orthophoto map. C. Accuracies Since the controlling of the orthophoto maps is based upon enlarging a USGS quad map, the accuracies cannot be expected to meet the standard specifications. ITEMS OF DELIVERY 1. Two (2) sets of contact prints (9"x9") of the aerial photography. 2. One (1) orthophoto-contour map screened on mylar at the scale of 1"=400' with twenty -foot (20') contours. 3. One (1) set of screened mylar enlargements (1"=100') of a portion of the 400 -scale orthophoto map. 4. One (1) 8J"xll" glossy print of the aerial photography. Final orthophoto maps will be delivered within thirty (30) days from aerial photography. FEE SCHEDULE Our lump sum fee for the above defined work and delivery items will be $6,000.00.
