A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ACCEPTING PROPOSAL FROM INFRASTRUC-
TURE MANAGEMENT SERVICES FOR UPDATING PAVE-
MENT MANAGEMENT PROGRAM FOR ANNUAL STREET
RESURFACING IN THE AMOUNT OF $14,300
WHEREAS, the City hired Infrastructure Management Services (IMS)
to establish a Pavement Management Program for street resurfacing; and
WHEREAS, the City has been using the program since 1986 with
much success; and
WHEREAS, the existing data is now five years old and should be
updated; and
WHEREAS, through new computerized aging techniques, the existing
data can be extended in use for another five years; and
WHEREAS, new engineering personnel need to be trained on the
Pavement Management system.
NOW, THEREFORE BE IT RESOLVED that the City Council authorizes
the Director of Public Works to accept a proposal from Infrastructure Management
Services for updating the Pavement Management System, in the amount of
$14,300, a copy of which is attached hereto, marked Attachment "A" and
incorporated herein by this reference.

Thank you for your time on the phone to discuss updating the IMS
Pavement Management Software Program and our re-training program.
Pursuant to your request I have enclosed this proposal to provide
the above services.
Software and Data Interpretation Trainina
We have outlined the training program below. This training program
is designed to familiarize designated staff with all aspects of the
IMS Pavement Management System, and will provide the ability to
fully utilize the benefits derived from the program.
The following training programs will be provided:
Operation of the Pavement Manaaement Software Svstem
IMS will provide two (2) days of hands-on instruction in the
operation of the Pavement Management Software Program for
personnel designated by the City of San Rafael. The designated
individuals should have a basic knowledge of microcomputers
and be familiar with dBase III plus.
We have completed this instruction program with clients on
a number of occasions and the procedures have proven
satisfactory in all cases. The instruction will be provided
at the City's facility and on the microcomputer. The training
program will be supplemented by written operation manuals on
all aspects of the software program.
Pavement Manaaement Data Interpretation
Following the training for the operation of the software
program, IMS will provide instruction in pavement management
data interpretation. This one -and -a -half day instructional
program will begin following the software training. It will
be directed towards both the computer operators trained in
the program operation as well as individuals designated as
responsible for the management of the City's street system.

The cost to provide this training program are listed below
Standard
-2 day software operation training and

Software Uvarade
The costs to upgrade the existing software program to version 4.5
will be $4,800.00. This cost includes the revision of the cities
pavement management data base. IMS will provide its standard
release of documentation and enhancements relating to the system
free of charge for one year after installation. If the City
subscribes to the Maintenance Plan for subsequent years, we will
continue to supply our standard release of documentation and
enhancements at no additional cost. The cost to subscribe to the
Maintenance Plan is $2400.00 per year. If the City does not
subscribe to the Maintenance Plan, documentation and enhancements
will be available for the then current price of the release.
Through the use of continuous upgrades and revisions, the system
theoretically should never become obsolete.
Comnuter Hardware. Software and Accessories Requirements:
IMS software programs were written for use on IBM (or compatible)
microcomputers. If not presently available to the City, IMS
recommends consideration if the following computer hardware and
application software to operate the proposed Pavement Management
Software Program:
IBM (or compatible) microcomputer, with 20MHZ CPU
Math Coprosser
VGA Color Monitor
Micro soft compatible Mouse
80mb hard disk drive
High speed wide carriage printer
DOS 4.0 or newer (MicroSoft)
dBASE III + or IV (Ashton - Tate)
Harvard Graphics

Although the IMS software will work with any IBM compatible micro-
computer, a 386 micro -computer as described above will provide the
greatest efficiency in operating the pavement management software
program. We would anticipate that the proposed program will
require approximately 20mb of hard disk.
If desired by the City, IMS will furnish, a micro -computer,
peripherals and software meeting the above requirements as part of
the project. In this instance, the purchase would be made form a
local vendor in the City's name so as to assure availability of
warranty and service work. The hardware and software would be
provided at cost without any mark up. We estimate the cost for the
computer hardware and software listed above shall be approximately
$4,500.00. This is an estimate for budgeting purposes only. An
actual cost can be provided if necessary.
Summary of costs:
Standard 3.5 day software and data $3,500.00
interpretation training.
Optional 2 day return training visit. $1,500.00
Software upgrade to Version 4.5 and $4,800.00
data revision.
Recommended computer hardware and $4,500.00
software.
Invoices shall be submitted upon completion of each training phase
and upon installation of the upgraded software. Payment is due
within thirty days of receipt of invoice.

pavement management system to remain up to date and be operated
