A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL REQUESTING
THAT THE COUNTY OF MARIN LET THE ST. VINCENTS/SILVEIRA
ADVISORY COMMri-rhh COMPLETE THE PLANNING PROCESS
WHEREAS, the San Rafael General Plan adopted in 1988 required formation
of the St. Vincents/Silveira Advisory Committee to review land use locations
for the property prior to any development; and
WHEREAS, in August, 1990, the Council amended the General Plan to
require preparation of a Specific Plan for the St. Vincents and Silveira lands
prior to any development approvals. Such Plan would be developed with the
assistance of the Advisory Committee and would review land uses, amounts
and locations; and
WHEREAS, the Council has appointed a broad based, City and County, 24
member committee in March, 1991 to begin the Specific Plan efforts with the
start of an Opportunities and Constraints Analysis; and
WHEREAS, the workplan adopted by the Council is expected to take 12-14
months to complete and is expected to lead to a revised land use designation
for the property after thorough planning study.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
San Rafael urges the Marin County Planning Commission and Board of
Supervisors to delay new land use designations for the property prior to the
committee completing its work.
I, JEANNE M. LEONCINI, clerk of the City of San Rafael, hereby certify that
the foregoing Resolution was duly introduced and adopted at a regular
meeting of the Council of said city on Monday, the 15th of April, 1991, by the
following vote, to wit:
