A RESOLUTON OF THE SAN RAFAEL CITY COUNCIL
REGARDING THE UPDATE OF COUNTYWIDE PLAN LAND USE
DESIGNATIONS FOR THE ST. VINCENTS/SILVEIRA PROPERTIES
WHEREAS, The San Rafael General Plan adopted in 1988 required formation of th.
St. Vincents/Silveira Advisory Committee to review land use locations for the
property prior to any development; and
WHEREAS, in August, 1990, the Council amended the General Plan to require
preparation of a Specific Plan for the St. Vincents and Silveira lands prior to any
development approvals. Such Plan would be developed with the assistance of the
Advisory Committee and would review land uses, amounts and locations; and
WHEREAS, in November, 1990, the voters of San Rafael voted not to enact by
initiative an amendment to the San Rafael General Plan that would have reversed
the August, 1990, General Plan change and redesignated the St. Vincents and
Silveira lands to agricultural use; and
WHEREAS, in March 1991 the Council appointed a broad based, City and County,
twenty-four member Advisory Committee to begin work on the Specific Plan
commencing with an Opportunities and Constraints Analysis; and
WHEREAS, the work plan for the Opportunities and Constraints Analysis approve
by the City Council is underway and will require twelve to fourteen months to
execute; and
WHEREAS, the City Council in its approval of the work plan directed the Advisor)
Committee to consider and recommend amendments to the current General Plan J
pattern of land use, intensity and density on the St. Vincents and Silveira propertiE
NOW, THEREFORE, BE IT RESOLVED, that it is the sense of the City Council of th
City of San Rafael that the joint City -County General Plan study currently underwa
is the most effectve means available to closely study and develop land use policy fc
the St. Vincents/Silveira property; and
BE IT FURTHER RESOLVED, that amendments to the Countywide Plan prior to
completion of the St. Vincents/Silveira work plan could severely compromise the
efforts of the Advisory Committee; and
BE IT FURTHER RESOLVED, that the City Council urges the Countywide Plannin€
Agency to recommend that the land use designations and policies in the County
General Plan be amended to reflect the designations and policies for St.
Vincents/Silveira in San Rafael's existing General Plan including the requirement
for a Specific Plan; and
BE IT FURTHER RESOLVED, that the Council requests the Countywide Planning
Agency recommend adoption of policies to require that the Countywide Plan be
reopened for further amendment to consider adoption of such General Plan
amendments as may adopted by the San Rafael City Council at the conclusion of th
Advisory Committee's workplan.
