A RESOLUTION TO AMEND RESOLUTION #7009 OF
THE CITY OF SAN RAFAEL APPROVING THE APPLICATION FOR
LICENSING OF CHILD CARE PROGRAMS
(WITH STATE OF CALIFORNIA)
WHEREAS, the legislature of the State of California has enacted into
law the Assembly Bill 469, which requires public agencies in the State of
California to license child care programs; and
WHEREAS, the State Department of Social Services has been
delegated the responsibility for licensing child care programs within the
State, setting up necessary procedures and regulations governing application
by local agencies operating child care programs; and
WHEREAS, said procedures established by the State Department of
Social Services require the applicant to certify by resolution the approval of
applications before submission of said applications to the State; and
WHEREAS, the applicant agency will enter into an agreement with the
State of California for operating child care programs in accordance with the
State established regulations.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City Council
hereby:
1. Approves the filing of applications for State licensing of the new
child care programs (see Exhibit A attached);
2. Approves the filing of renewal applications; and
3. Certifies that said agency understands the assurances and
certification in the application; and
4. Certifies that said agency has and will operate and maintain the
child care programs; and
5. Appoints the Child Care Program Manager as agent of the City of
San Rafael to conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements, amendments,
payment requests, and so on, which may be necessary for completion of the
aforementioned project.
