A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ISSUING A CERTIFICATE OF CONVENIENCE
AND NECESSITY TO MILL VALLEY TAXIS, INC. DBA
BELAIRE CAB COMPANY
WHEREAS, Mill Valley Taxis, Inc. DBA Belaire Cab Company
submitted an application for taxi service pursuant to the
requirements of San Rafael Municipal Code 10. 60, Vehicles for Hire;
and
WHEREAS, City staff and the City Council reviewed all
documents submitted therein; and
WHEREAS, a hearing regarding said application was held on
October 7, 1991, at which time public testimony was heard; and
WHEREAS, numerous petitions and letters were presented in
support of additional taxi service; and
WHEREAS, the City Council finds that Mill Valley Taxis,
Inc. DBA Belaire Cab Company has the resources to provide
additional taxi service; and
WHEREAS, the City Council finds that the applicant is
financially responsible and that it is likely that the proposed
service will be permanent, responsible, and satisfactory; and
WHEREAS, the City Council finds that the proposed
equipment would provide acceptable service; and
WHEREAS, Mill Valley Taxis, Inc. DBA Belaire Cab Company
has agreed to set rates in accordance with City Resolution No.
6286; and
WHEREAS, the City Council finds that the addition of a
third taxi cab company would not have an adverse effect on traffic
or parking; and
WHEREAS, the City Council finds that the demands of
public convenience require such additional taxi service.
NOW, THEREFORE, BE IT RESOLVED by the San Rafael City
Council that a Certificate of Convenience and Necessity be issued
to Mill Valley Taxis, Inc. DBA Belaire Cab Company to conduct a
taxi service in the City of San Rafael.

I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on the 7th day of October, 1991, by the following vote, to
wit:
