HomeMy WebLinkAboutCC Resolution 8530 (Hillside Residential Design Guidelines)RESOLUTION NO 8 5 3 0 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL REQUESTING THAT MARIN COUNTY USE THE HILLSIDE RESIDENTIAL DESIGN GUIDELINES MANUAL IN EVALUATING HILLSIDE PROJECTS LOCATED IN UNINCORPORATED AREAS WITHIN THE CITY OF SAN RAFAEL'S SPHERE OF INFLUENCE WHEREAS, the City of San Rafael General Plan 2000 requires the preparation of hillside site design standards to implement residential design policies; and WHEREAS, on November 19, 1990 the City Council approved a contract with a consulting firm for the preparation of the design standards and established an Advisory Committee to provide technical and public input; and WHEREAS, a draft Hillside Residential Design Guidelines Manual has been prepared after considerable public input from the Committee, City Staff, the Design Review Board, and the public; and WHEREAS, the Planning Commission held a public hearing on July 23, 1991 and recommended adoption of the Hillside Residential Design Guidelines Manual after reviewing written and verbal testimony on the document; and WHEREAS, the San Rafael City Council held a public hearing on August 19, 1991 and received additional written and verbal testimony from the public on the Hillside Residential Design Guidelines Manual; and WHEREAS, the Council determined that the Hillside Residential Design Guidelines Manual implements critical General Plan Policies related to design, including protection of views and significant hillsides, tree preservation, minimizing hazards, and enhancing existing residential development through appropriate building scale and design; and WHEREAS, on October 7, 1991 the San Rafael City Council adopted the Hillside Residential Design Guidelines Manual; and WHEREAS, San Rafael's Sphere of Influence and its Planning Area Boundary are coterminous and unincorporated areas within this boundary currently under the County's jurisdiction may eventually be annexed into the City; and WHEREAS, the San Rafael City Council desires to have its General Plan policies implemented in this area so that development is compatible with City policies; NOW, THEREFORE BE IT RESOLVED, the San Rafael City Council requests that the Marin County Board of Supervisors direct that all hillside residential development applications located within the City of San Rafael's Sphere of Influence be evaluated for conformity with the City of San Rafael Hillside Residential Design Guidelines Manual. The foregoing resolution was introduced at a regular meeting of the City Council of the City of San Rafael on the 7th day of October, 1991 and adopted by the the following vote, to wit: AYES: COUNCILMEMBERS : Boro, Thayer & Vice -Mayor Breiner NOES: COUNCILMEMBERS : None ABSENT: COUNCILMEMBERS: Shippey & Mayor Plulryan JE M.
