HomeMy WebLinkAboutCC Resolution 8262 (Library Project)RESOLUTION NO. 8 2 6 2 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE MAYOR TO SIGN A PRE -APPLICATION FOR CALIFORNIA LIBRARY CONSTRUCTION AND RENOVATION BOND ACT FUNDS FOR THE SAN RAFAEL/MARIN COUNTY LIBRARY PROJECT WHEREAS, the City and the County of Marin desire to upgrade current library facilities and improve library service for City and County residents; and WHEREAS, the City and the County of Marin entered into a Joint Powers Agreement dated June 19,1989 and amended October 15,1990 for the planning of a joint San Rafael/Marin County Library; and WHEREAS, the City and the County of Marin intend to submit an application for California Library Construction and Renovation and Bond Act funds for the joint San Rafael/ Marin County Library. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael hereby authorizes the Mayor to sign a pre -application for California Library Construction and Renovation Bond Act funds for the proposed San Rafael/Marin County Library. In this way the project responds to the growing trend toward resource sharing and networking among public libraries and other types of libraries. Because no single public library has the resources to adequately provide the services its clientele want and need, the City of San Rafael and the County of Marin have agreed to pool their resources (operating budgets, staffs and collections) to improve public library services in Marin. Resource sharing will be promoted among Marin libraries through a shared circulation system and an online public access catalog that will include the holdings of most (and eventually all) of Marin's public libraries. A union database is already being developed through grant funding, and once an online system is in place, the library expects to enjoy increased compatibility and greater net- working capability with members of the NBC sytem and other systems throughout the Bay Area. To take advantage of the trend toward self-service check-out and check-in of library materials and to respond to user -driven/ increased workload without a comparable increase in staff, the Building Program requires that the new library be capable of providing self-service checkout, thereby eliminating staffed check- out stations Public libraries are faced with an increasing demand for labor- intensive reference services. The project will respond to this demand by providing a separate telephone reference area for call-in questions and planning for potential reference service points which may be staffed based on future volume of business. The library of the future will not be bound by walls. The project proposes to utilize such technology as telefax, electronic mail and dial-up access to the online catalog and databases thereby enabling patrons to access information through terminals remote from the library itself. This technology will contribute to solving the many problems associated with automobile transportation: high cost of fuel, pollution, and lengthening commute times. There is an increasing dependence on libraries by school stu- dents many of whom are "latch -key kids." The project has addressed this by assigning over 5,500 square feet for children's services. Increasing ethnic diversity, an aging population, and illiteracy are just a few of the social issues that impact the delivery of library service. This project will respond to them: by expanding foreign language collections, by locating the library in downtown San Rafael close to neighborhoods with different ethnic populations, community centers serving seniors and ethnic groups, and convenient for public transportation, walking and biking; and by providing an Independent Learning Center for computer assisted literacy tutoring and tutoring by volunteeY-s. Flexibility is inherent in the design of the library. This will allow for future growth, as well as for expansion or downsizing of individual areas. The mixed-use aspect of the site will also allow the library to move into space initially designed for retail purposes should the library become overcrowded. Summarize physical facility and service limitations, population growth, changing demographic characteristics etc A 1985 J. Matthews & Associates county -wide study of all of Marin's public libraries determined that: (1) the San Rafael Public Library is overcrowded in both staff and public service areas; has 0 run out of space for collections, users and staff; is obsolete structurally, electrically and mechanically; and provides inadequate ` access for the handicapped; (2) the Civic Center Library of the Marin County Free Library system has insufficient space to operate as a headquarters library; has hours of operation restricted by the 5 nature of the building; and has inaccessible parking. The study r� recommended that both libraries be replaced by new facilities. The study noted that the nearest public library in San Anselmo is obsolete, overcrowded, subject to periodic flooding, and y, inadequately accessible for the handicapped. The study recommended service improvements by establishing Marin standards for excellence, 2 by responding to community input through telephone surveys, a library user survey, personal interviews and a "pin map" study used to determine which libraries serve which geographic areas, and by looking at population projections and changing demographics. 5 Inadequate financial resources and a need for fiscal responsibility prompted the San Rafael Public Library and the County Library to cooperate in planning to replace the San Rafael Public Library and the Civic Center Library with a joint San Rafael/Marin County Library in a new facility. Based on a 1989 study by Raymond t M. Holt & Associates, the governments of the City and the County 1 determined that such a joint venture was feasible, and a Joint '. Exercise of Powers Agreement was enacted to begin the planning and 3 to establish an oversight panel consisting of elected and appointed government officials as well as library trustees and commissioners representing the community. The City and County approved the Building Program for the new library prepared by Raymond M. Holt & Associates and selected an architectural firm. The City and County approved submission of a g Notice of Intent to apply to the Proposition 85 Library Construction Bond Act Program for funding fir the new library, and the City approved the selection of a new library site in downtown San Rafael. . Planning for the new library has involved the community through a series of public meetings conducted by the architects in order for community members to express their views on general design, site and service goals. City and County library staffs have been involved in the review of preliminary plans for the new library. Planning for the new library and its services also entails looking at population growth and the changing demographics. The Marin County Planning Department projects the total population of the service districts of the County Library and the San Rafael Public Library to increase 16% by the year 2010. A 1990 United Way of Marin Needs Assessment reports that of the annual increase in population, six_ percent is Hispanic. The Assessment also reports that San Rafael Elementary School District officials have determined that 400 of its district wide enrollment is comprised of minorities and immigrants.
